    POSITION SUMMARY: The New York City Department of Education (DOE) is the largest school system in the nation, with nearly 1.1 million students and 135,000 employees, including more than 80,000+ teachers and an annual budget of $32.3B. 

     

    The Senior Analyst will support the DOE’s data management, communication and reporting. This includes data collection, analysis, and presentation that will directly influence policy and establish quality performance standards and communication within our Office of Pupil Transportation and the broader Department of Education.  The Senior Analyst will work closely with policy makers and communications strategists. Performs related work. 

     

    REPORTS TO: Director, Policy and Engagement

     

    DIRECT REPORTS: Education Officers  

     

    KEY RELATIONSHIPS: OPT directors, central and field-based transportation teams, OPT managers and analysts

     

    RESPONSIBILITIES 

     

    • Supervises work of subordinate staff, managing priorities with competing deadlines.
    • Offers complex and high-level interpretation of key data to support coherence of goals across units within OPT, focusing on the quality of transportation services.
    • Takes the lead on management and analysis of information with the goal of thoughtful decision-making surrounding organizational priorities and communication strategies.
    • Ensures the integrity of data; compiles and aggregates key data; performs in-depth analyses utilizing basic statistical methodology, and communicates complex findings via written summaries to organizational leadership and internal/external stakeholders.
    • Directs the preparation of reports, summaries, tables/charts/mapping/graphs, and PowerPoint decks, both in response to regularly recurring communication requirements and urgent ad hoc requests. Interprets complex data.
    • Manages large, sensitive datasets in databases that interface with other databases within the DOE and other City agencies.
    • Interfaces with systems for data collection and management of information pertaining to transportation services.
    • Develops coherent data management and communication systems, liaising with all OPT senior staff to assess needs and build out necessary databases through collaboration with DOE staff at all organizational levels.
    • Serves as the primary contact with external and internal offices regarding OPT within the context of student transportation.
    • Communicates with stakeholders to assist in developing policies related to school transportation, serving in a public relations capacity.
    • Speaks and communicates with forward facing stakeholders to streamline communication with accuracy and integrity.
    • Develops contacts and maintains a database of key facts, initiatives, and exemplars related to student transportation.
    • Develops mechanisms to collect feedback from families on student transportation services.
    • Writes, develops, and edits documents regarding school transportation policy and regulations, transportation eligibility criteria, and pupil transportation performance that will be distributed to the public and the media.
    • Ensures that OPT materials and statements are accurate, consistent, and aligned with broader organizational goals.
    • Liaises with the digital communications team in the Division of Instructional and Information Technology to draft and update Office of Pupil Transportation policies and information on public and internal web sites.
    • Tracks and maintains transportation related public and internal web sites and social media analytics.
    • Develops and maintains graphic and design media to support the marketing of student transportation services.
    • Develops business rules and models for determining need for support and allocating resources and professional learning based on available data.
    • Supervises subordinate staff in cost allocation methodologies and budget strategy related to streamlining functions, as well as cost study questions.
    • Keeps up-to-date on current communication strategies and deliveries to ensure that skill levels are at the level required to perform the responsibilities of the position.

     

    QUALIFICATION REQUIREMENTS:

     

    MINIMUM

     

    1. A master’s degree from an accredited college in education, guidance, educational administration and supervision, or a related field and at least two (2) years of full-time satisfactory professional experience in educational program administration, career or occupational program administration, or as a state certified or licensed teacher, one (1) year of which must have been in a supervisory/consultative capacity; or
    2. A baccalaureate degree from an accredited college and three (3) years of full-time satisfactory professional experience as described in “1” above; or
    3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization plus seven (7) years of full-time, satisfactory professional experience as described in “1” above; or
    4. A combination of education and/or experience which is equivalent to the requirements in "1," "2," and “3” above. However, all candidates must have at least an approved four-year high school diploma or its educational equivalent as well as the two (2) years of full-time satisfactory professional experience as described in “1” above.

     

    PREFERRED

     

    • Overall knowledge of the Office of Pupil Transportation and various operations of the Department of Education.
    • Ability to communicate effectively.
    • Knowledge of public relations and office management procedures.
    • Ability to rapidly understand strategic objectives and suggest creative solutions.
    • Experience in media communications, market research, and fact-checking.
    • Understanding of public relations in a public school environment.
    • Highly developed expertise in the methods and procedures related to publication.
    • Highly sophisticated understanding of public relations.
    • Two to four years of professional graphic design experience.
    • Experience working with creative briefs to support strategic marketing plans.
    • Artistic sensibility and creativity.
    • Advanced skills with PhotoShop and Illustrator.
    • Knowledge of HTML and basic Web programming using Dreamweaver.
    • Experience working with Microsoft Office, Outlook, and Adobe Acrobat.

     

    SALARY: $94,668+

     (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
