    PATH is currently recruiting for the position of FINANCE MANAGER based in Colombo, Sri Lanka. They will perform the following roles and responsibilities under the guidance of the Head of Organization, Sri Lanka and in close collaboration with PATH headquarters (HQ). This recruitment is in anticipation of a 2-year Fleming Fund antimicrobial resistance (AMR) project.

     

      

    KEY RESPONSIBILITIES:

     

    ACCOUNTING FUNCTIONS AND FINANCIAL SYSTEMS 

     

    • Oversee all accounts, ledgers, and reporting systems ensuring compliance with appropriate country accounting standards and regulatory requirements.
    • Prepare the monthly financial accounting and management reports at the end of each month.
    • Ensure all compliance practices are implemented based on up to date regulations;
    • Maintain finance manuals and other working documents as needed to ensure staff adhere to recommended practices and procedures.
    • Maintain a table of Responsible competent authorities and with their delegation power to approval expenditures for projects.
    • Review general ledger and trial balance on a monthly basis for accuracy.
    • Provide oversight to PADM on all financial & operations matters.
    • Authorize all payments for local contracts, consultants, workshops, supplies and equipment, ensuring compliance with organization policies.
    • Authorize payroll.
    • Interface with outside audit firms, banks, Legal consultants, etc.

     

     

    BUDGETS, CASH FLOW MANAGEMENT AND CONTROLS

     

    • Provides support on planning and analysis project fund.
    • Oversight on donor reporting.
    • Maintain internal control and safeguards for receipt of revenue, costs and actual expenses.
    • Monitor cash flow, and ensure that sufficient funds are always available in the bank.
    • Monitor the funding situation, and prepare the funding grid at the end of each month.
    • Clear all Financial Report review notes in a timely manner.
    • In coordination with the PADM review NGO/CBO audit report, Visit report, etc. to assess any potential risk involved;
    • Review budget advances, and supporting documents for accuracy and alignment with PATH policies and procedures;
    • Any other Accounting and Finance related tasks as advised by the CEO and PATH.

     

     

    PEOPLE MANAGEMENT

     

    • Manage one position, i.e., PADM
    • Continuously collaborate with other departments, Team Lead, Deputy Team Lead, and PATH offices to assess the financial efficacy of program operations.

     

     

     

    Required Skills Required Experience

     

    • Excellent computer skills in Microsoft Excel and Word
    • Well-organized and attention to details with good follow-through skills
    • Excellent negotiating and communication skills
    • Excellent accounting & financial management skills
    • Proven interpersonal skills and ability to work effectively independently and in a team
    • Excellent written and spoken English
    • Skills in accounting software packages
    • Monitor facilities budget
    • Qualified CA, CPA /MBA degree in finance or accounting
    • A minimum of ten years of professional experience in the finance & accounting department either in a for-profit or a non-profit organization.

     

     

     

    Must have legal authorization to work in Sri Lanka.

  • Qualifications
    • The job candidate must be dependable, detail-oriented, able to follow directions, able to work under minimal supervision
    • Operation of powered industrial trucks requires certification training.
    • The candidate must be willing to work weekends and overtime hours.
    • Must be able to lift a minimum of 30 lbs.
    • Must be able to work in a refrigerated environment
    • Frequent and repetitive: grasping, reaching, bending, and stooping
