    The Center of Digital and Data Excellence (CoDE) works with government ministries of health, the private sector, and donors to improve the use of digital technologies and data for improved health services.

     

    CoDE is currently recruiting a Director of Finance and Administration to work with the financial and administration management of the work of the Center across multiple projects and countries. S/he/they will work with CoDE leadership to manage the financial and administrative operations of the Center, as well as partner with other PADMs (Project/Program Administrators) to support day-to-day tracking of contractual and financial deliverables of projects; support the Project Directors and field-based finance and compliance teams in management and assessment project risk; and coordination of donor relationships as assigned. This position will also work with one of CoDE’s pillar projects the CDC-funded Technical Assistance Platform as the Business Official for the project and may oversee operational excellence for other projects as assigned.

     

    RESPONSIBILITIES:

    • Participate as part of CoDE leadership, providing oversight of the administrative and financial aspects of the CoDE portfolio of projects, ensuring alignment with organizational and divisional administrative priorities, donor regulations, and general best practices.
    • Act as signatory for CoDE authored consulting agreements and workorders. Providing oversight of all drafted agreements and ensuring proper documentation is included and donor regulations are followed.
    • Manage CoDE’s overhead and discretionary funding pools of funding, working with CoDE leadership and PADMs to create associated budgets and monitoring against workplan/annual plans.
    • Act as PATH’s key personnel and Business Official for the CDC funded Technical Assistance Platform project.
    • Manage CDC continuation application processes, including review of NOFOs, budgetary development review, and creation of submission documents.
    • Provide oversight and support to donor coordination efforts and ensure alignment with workplans and budgets ensuring requests are within scope and new scopes requested are funded appropriately.
    • Partner with RPMs (Responsible Program Managers) and PADMs across CoDE to manage the overall CoDE workforce mapping to project areas where we have either gaps in funding or gaps in available staff to conduct work.
    • Work closely with CoDE’s overall business development efforts, with a focus of matching staff to awards that are won as part of workforce planning, and support development of proposal teams.
    • Support CoDE leadership with the development of new initiatives, developing cost models to best map out the opportunities and realities.
    • Support RPMs across CoDE by serving as “bridge” between program and Administration, Finance, and Human Resource teams in Shared Services. Lead conversations with these business units on routine work as well as ongoing problem solving.
    • Provide project PADMs with mentorship and guidance ensuring that information from leadership meetings is cascaded and changes to practice are followed.
    • Support project leads (RPMs) in managing donor relationships relative to financial and regulatory aspects of awards. Provide advice to RPMs on these matters and lead negotiations with donors as required, with assigned projects.
    • Provide oversight to PADMs and Admin staff as they establish, input, and monitor all subordinate agreements (i.e., subcontracts; subagreements; purchase orders; work orders; consultant agreements).
    • Provide oversight to ensure accurate data management and knowledge management across all PATH systems and tools in coordination with project PAs and PADMs as appropriate. These include but are not limited to: Business World, SalesForce, Smartsheet, Box, and SharePoint.
    • Review and collaborate with finance unit in preparing financial reports and invoices.
    • Ensure compliance with donor requirements.
    • Ensure compliance with PATH policies, requirements, and standards.
    • Facilitate procurement needs for teams, with assigned projects.

    Required Skills Required Experience

    • Bachelor's degree and at least 7-10 years of experience in an administrative management functions, particularly with financial management systems and processes, or equivalent combination of education and experience.
    • Knowledge of 2 CFR 200; AIDAR; 45 CFR Part 75 and other US Government funding regulations required.
    • Proven success working with large bi-lateral donors and private family foundations.
    • Expertise in Excel and/or familiarity with accounting software, familiarity with UNIT4 highly desirable
    • Proficiency with a host of software, including end-user familiarity with SharePoint, SalesForce and/or CRM systems, and MS Office Suite.
    • Proficiency with project management skills and tools
    • Team-focused with the ability to interact with diverse colleagues and facilitate strong working relationships; adept at working closely with others over geographical distance.
    • Excellent written and oral communication skills in English; diplomacy in communicating with a broad and diverse audience. Knowledge of health issues desirable.
    • Excellent organizational skills and able to work independently with minimal supervision.

  • Qualifications
    • Four-year degree in Computer Science/Information Technology, Engineering or related discipline, or equivalent experience
    • Minimum one year of relevant experience with software automation, systems engineering, application analysis or related position.  Must have experience with Job scheduling software preferably BMC Control-M
    • Experience in building and supporting a test environment, running batch cycles for testing is required
    • Functions as a member of an agile team and helps drive consistent development practices – tools, common components, and documentation  
    • Knowledge of relational databases (Oracle and Microsoft database technologies), SQL
    • Knowledge of Linux, AIX, and Microsoft Server platforms
    • Ability to work independently, on multiple projects
    • Organized and attentive to detail
    • Strong communications skills, verbal and written (incl standards, documentation)
    • Ability to work effectively with minimal direction
    • Demonstrated willingness to learn new technologies and takes pride in how fast they develop working software
    • Desirable: general knowledge of Business Intelligence and Data Warehousing technologies and solutions
