    Job Description

    BryceTech is currently looking for an Emergency Response Program Manager to lead the company’s support to our government client in response to natural disasters and complex humanitarian emergencies. This is an individual contributor role in which you will provide the central coordination of regional teams delivering program coordination, crisis communications, and impact assessment support for public health emergencies across the domestic United States. Additionally, they will provide backup support on responses as needed. Our ability to mobilize and respond quickly and communicate our response activities to internal and external stakeholders is essential to our business. Supported by the Program Management Office and corporate resources, the Emergency Response Program Manager will bring thoughtful field team management, support program design and implementation, collect and manage response data, conduct research and analysis, and other tasks as needed. The Emergency Response Program Manager will be responsible for standing up and leading a programmatic and technical support services contract supporting the Administration for Strategic Preparedness and Response (ASPR). This will include responsibility for working with client senior leadership in contract startup, understanding the client’s processes, and coordinating/leading major initiatives.

    The person in this role will:

    • Coordination of external disaster and crisis response. Coordinate decision-making and information flows in relation to how BryceTech supports ASPR disaster response through the mobilization of contractor resources.
    • Programmatic management. Build the team and manage the Contract, with specific responsibility for budgeting, recruiting, reporting, and process development.
    • Be the point of contact for rapid task order response, and associated staff activations in the event of an emergency response.
    • On-Call Responsibilities. Undertake 'on-call' shifts as necessary to lead on-site disaster response support until BryceTech’s response teams are fully deployed.
    • Successfully build and execute a large, diverse 100+ person team that will execute the following areas: Impact assessments; Crisis Communications; Operational Coordination; Acquisition Management Support; Policy Support; Coaching, Awareness, and Training; Onboarding and Knowledge Transfer
    • Building a knowledge base of the client's policies and procedures, business, organization and objectives
    • Managing day-to-day client interaction / Setting and managing client expectations
    • Communicating effectively with clients to identify needs and evaluate alternative business solutions
    • Continually seeking opportunities to increase customer satisfaction and deepen client relationships
    • Achieving operational objectives and contributing information and recommendations to strategic plans and reviews
    • Implementing productivity and quality standards
    • Providing technical direction and guidance to contractor staff to ensure Contract requirements and expectations are clear, success criteria are defined, progress toward results are monitored, and that all activities are performed in compliance with the terms of the Contract
    • Identifying risks and appropriate mitigation strategies
    • Meeting financial objectives by forecasting requirements, preparing budgets, scheduling expenditures, analyzing variances, and initiating corrective actions
    • Managing a multi-tiered project and/or multiple projects simultaneously
    • Demonstrate proficiency with all MS Office products and Adobe Acrobat;
  • Qualifications

    Qualifications

    • 10+ years of progressive experience leading program management during steady state and disaster-response operations
    • Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, Education, Management Sciences, Psychology, Human Resources Development/ Management, or other related discipline
    • Experience managing large, complex teams in federal agencies such as FEMA or ASPR, or at the State-level
    • PMP, preferred
    • Proficient in program development and strategic advisory
    • Ability to obtain and maintain an HHS Public Trust
    • U.S. Citizenship required

    Additional Information

    Pay: $170,000 - $180,000 per year
