    Job Description

    Link Solutions is seeking a Program Analyst (Senior-Level) to join our team in Aberdeen, Maryland.

    • Must be a US Citizen
    • Must possess a TS/SCI Clearance
    • Non-remote (relocation incentive available)

    The Program Analyst will support the Army’s Project Manager for Intelligence Systems and Analytics (IS&A) by providing assistance to product teams in developing, maintaining, and coordinating milestone decision authority acquisition packages.

    Job Responsibilities:

    • Support technical and program management efforts to include budgeting, scheduling, trade-off analysis, risk management, requirements development, supportability, and test and evaluation.
    • Provide management support for product design, development, and procurement.
    • Schedule meetings, process various forms, perform file maintenance, and provide records coordination.
    • Support the development of Acquisition Strategies, Acquisition Program Baselines, Test and Evaluation Plans, Systems Engineering Plans, and other technical documentation.
    • Support contract management, acquisition program planning, requirements development, cost estimating and analysis, budget and financial management, systems and software engineering, logistics support planning, and test and evaluation support.
    • Assess the status of stakeholder support for programs within the portfolio.
    • Support the development and sustainment of Integrated Master Schedules and Integrated Master Plans.
    • Examine the status of product schedules for various products. Provide an assessment of current status, identify issues, and develop recommendations to address identified issues including but not limited to, critical path analysis, and milestone reviews.
    • Support the development and preparation of acquisition requirements packages for all contract actions as required.
    • Work with procurement and software development experts, operational specialists, design and production engineers, and industry partners to deliver a range of product solutions to establish and deploy assessments, form evaluation teams, and identify operational end-users as required.

    Qualifications

    • US Citizen
    • Must possess a TS/SCI Clearance
    • Bachelor’s degree in business, Accounting, Program Management, Engineering, or related degree.
    • A minimum of twelve (12) years of related experience is required.
    • 12 yrs direct experience with technical program management, budgeting, scheduling, trade-off analysis, lifecycle costing, risk management, supportability, test and evaluation, and requirements development.
    • 6 years experience with IT or SW programs to include familiarity with Cross Domain SW solutions.
    • 8 years of experience with verbal and written presentations and briefings to senior-level managers required.
    • Working knowledge of DOD financial execution processes and reporting.

    Preferred:

    • Experience with coordination of defense acquisition programs at the higher Army and/or DoD levels.
    • Experience managing government programs.
    • Experience in technical program management including budgeting, scheduling, trade-off analysis, lifecycle costing, risk management, supportability, test and evaluation, and requirements development.
    • Strong analytical and problem-solving skills.
    • Ability to diagnose and resolve technical issues efficiently.
    • Ability to communicate technical information to non-technical users.
    • Able to multitask, prioritize, and manage time efficiently
    • Accurate and precise attention to detail.
    • Strong written and verbal communication skills.
    • Excellent analytical, quantitative, and organizational skills.
