Tribal Historic Preservation Officer (THPO) LOCATION: Tribal Office, 1418 20th Street, Sacramento, California 95811 REZ Office, 4650 Coal Mine Road, Buena Vista, CA SUPERVISOR: Natural Resource Director (NRD) SALARY: Depends on experience/Hourly TIME: Full Time Position SUMMARY: Under the general direction of the NRD, the THPO performs a wide variety of complex, professional work in areas relating to cultural and natural resource management. The THPO is responsible for analysis, implementation and development of historic preservation related impacts, and activities related to cultural resource protection. The THPO is responsible for communicating information related to the cultural and natural resources of the Tribe with the NRD, to other Tribal governments, departments, and state and local governments. This is an hourly position will perform related duties as required. ESSENTIAL FUNCTIONS: • Under the direction of the NRD, the THPO maintains and updates all aspects of the Cultural Resource Management Plan (CRMP). • Ensures that any construction on the Tribal lands complies with the provisions of the Buena Vista Tribal Environmental Policy Act and CRMP. • Act as a Tribal resource to cultural monitors for any project(s) in the event that human remains or cultural artifact(s) are discovered during construction on Tribal lands. • Participates in THPO/NAGPRA consultation and repatriation. • Assists Tribal staff and departments related to cultural resource management and environmental compliance. • Works closely with Tribal Administrative Staff to plan and implement cultural and environmental events hosted and sponsored by the Tribe on and off Tribal lands. • Attends cultural and environmental forums such as the California Native American Heritage Commission, the California Archaeological Site Stewardship Program, Governor’s Office of Planning and Research, repatriation and reburial of human remains, and artifacts, local planning agencies, governments, and other relevant meetings. • Protect the confidentiality of sacred and other important sites at the Tribe’s discretion. Including oversight of the Tribe’s Tribal Registry. • Ensures critical information is reported to the NRD and Tribal Council in a timely manner. • Prepare and maintain THPO minutes and mail logs for internal Tribal and THPO board review. THPO functions as oversight of these meetings when a THPO Coordinator is employed. • Participate at meetings, trainings, and workshops, which may take place during evenings, weekends, and require travel. • Prepares memorandums, correspondence, reports, special reports, agendas, minutes, and notices as directed. • Responsive to community requests and directs questions or concerns professionally. • Prepares administrative and fiscal reports according to grant due dates. • Prepares and maintains THPO grant binder including electronic files. • Evaluation of office procedures, identifies gaps, and offer solutions. • Other duties as assigned.
