Job Title: Business Analyst - Knowledge Advisor (NWS 00846)

Qualified applicants must be U.S. citizens, at least 18 years of age, and able to meet pre-employment requirements, including physicals, drug screenings, and background investigations to satisfy clearance requirements from the Department of Energy.
Successful candidates will be employees of North Wind Services, a premier government contractor dedicated to employing well-qualified personnel to advance LLNL's mission in Livermore, CA. While employed by North Wind Services, the employee will take day-to-day directions from LLNL technical personnel. Pay, benefits, and employment management functions are provided by North Wind Services.
The Strategic Deterrence Directorate has an opening within the Knowledge Management (KM) Program for a Business Analyst. The Knowledge Management (KM) Program provides information and knowledge services support to the directorate, including oversight on the digitization of legacy media, research support, Freedom of Information Act (FOIA) response, application and technology use guidance, oral history and offboarding, and the creation and networking of large language model (LLM) powered semantic resources for use at LLNL. The successful candidate will report to the Associate Deputy Director with minimal supervision.
_Essential Duties
_ - Integrate knowledge management best practices into ‘business as usual' work in Strategic Deterrence, with special emphasis on points of transition (ex. onboarding, offboarding, or role changes).
- Improve information findability and retrievability by maintaining gold-source semantic resources, and by supporting integration of gold-source semantic resources with critical SD applications/repositories.
- Advocate for information resource consolidation at LLNL, and introduce industry/academic standards into the knowledge space at the Lab.
- Collaborate with programs to define and implement individualized strategies for knowledge capture and use that are consistent across programs.
- Act as a subject matter expert by consulting with SD leadership on the advancement of SD's information ecosystem and provide recommendations as needed.
- Provide technical expertise and guidance within the project areas that are part of the overall Knowledge Management Program.
- Provides research and reference assistance to researchers, responds to FOIA requests, develops custom digital tools for weapons program teams, creates and digitizes oral history interviews, and helps train SD employees on KM best practices.
- Perform additional job duties as assigned.
_Essential Skills, Knowledge and Abilities
_ - Master's degree in Computer Science, Library and Information Science, or related field, with a strong background serving a scientific discipline or the equivalent combination of education and related experience.
- Expert level experience implementing a knowledge management program for an R&D and/or scientific organization.
- Strong project management capabilities and familiarity with the Agile software development framework
- Expert level written and verbal communication skills, specifically the ability to explain and present ideas, as well as to influence employees and all levels of management.
- Significant experience with ontology management systems like Semaphore, PoolParty, or Protégé.
- Subject matter expertise in semantic layer technologies and the use of AI for achieving KM goals.
- Experience in application of large language model (LLM) powered semantic resources.
- Experience in digitizing analog media of critical technical or historical relevance to the Strategic Deterrence Classified Digitization program.
Special Requirements

Anticipated Government Clearance Level: Q (position will be cleared to this level).
