    **1. TASK & DUTIES LIST AND MEASURES OF PERFORMANCE FOR: CITY RECORDER **

    • PAY STATUS: NON-EXEMPT

    2. REQUIREMENTS:

    Education: High School Diploma or Equivalent.

    Licensing, Registration or Certification:

    Must possess and maintain a valid driver's license.

    Acceptable driving record (Insurance Requirement).

    Background check must be satisfactory.

    Pre-employment screenings must be passed.

    Must be bondable

    Position requires notary public certification

    Experience:

    **__**Considerable training in government or business climate. Two years of related experience, or any combination of education and progressively responsible experience.

    Skills, Knowledge and Abilities:

    **__**Working knowledge of the principles of modern public administration. Extensive knowledge of office practices and procedures. Thorough knowledge of modern records management methods, including legal requirements for recording, retention and disclosure. Ability to establish and maintain effective working relationships with co-workers, other departments, officials and the public. Ability to communicate effectively, both verbally and in writing. Must be able to use personal computer; including word processing, spreadsheet and database software; calculator; telephone; copy/fax machine and postage machine.

    3.WORKING CONDITIONS: Most work, except elections, is generally in an office environment. Noise level is usually minimal and environment is comfortable. May be required to occasionally deliver or retrieve items from off site locations. Few hazards exist with this position. **

    4. TASKS and DUTIES OF JOB: General Definition: Provides a variety of routine clerical, and administrative work in the administration of the City government.

    1 Maintains the required confidentiality of work. Including, but not limited to, court cases, legal suits and personnel matters.
    2 Provides leadership and direction in the development of short and long range plans; gathers, interprets and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed.
    3 Makes presentations to civic groups and the general public.
    4 Communicates official plans to staff and the general public. Provides public records and information to citizens, civic groups, the media and other agencies as requested.
    5 Prepares a variety of studies, reports, surveys and related information and other reports for decision making purposes.
    6 Serves as custodian of official City records and City Records Administrator and establishes and administers a record management program for vehicle titles and public documents; maintains lists of insurable assets, performs certification and recording for the City as required on legal documents and other records requiring such certification; seals and attests by signature or ordinances, resolutions, proclamations, and contracts, agreements, easements, deeds, bonds or other documents requiring City certification, catalogs and files all City records.
    7 Attends regular and special City Council meetings; Oversees and performs an accurate recording of the proceedings, including preparing of the minutes, using proper legislative terminology. Records, indexes and files for public records the proceedings and distributes information as requested.
    8 Prepares and distributes required materials, prior meeting minutes and records for upcoming City Council meetings. Prepares reports for Council meetings as required.
    9 Files ordinances and resolutions of City Council and oversees the codification of ordinances into the municipal code. Regularly updates code book and file supplements.
    10 Serves as election officer of the City of Martinsburg, maintains election records and supervises the election process, solicits poll workers, secures polling places, prepares voting ballots and certifies election results.
    11 Attends seminars and workshops related to City recorder position and current regulations required of position.
    12 Serves as recording secretary for the Police and Fire Civil Service Commission.
    13 Practices safety standards in accordance with City of Martinsburg policies.
    14 Maintains positive rapport with other City employees, County employees, state election officials, citizens and any other contact in the course of employment.
    15 Any and all other duties assigned by the City Manager and/or City Council. **
