    Position Summary:

    Responsible for providing a broad range of Health and Safety consulting services such as new H&S regulation impact analysis, compliance recommendations in regard to OSHA, and H&S consensus standards such as ANSI and NFPA. Supports engineering and project management with Configuration Control (CC) and Hazard Assessment and Mitigation Review (HAMR) processes by applying Prevention Through Deign (PtD) principles and applications. Develops and implements OGE PtD processes and standards. Responsible for conducting and supporting safety management related evaluations such as but not limited to; Process Hazard Analysis (PHA), Root Cause Analysis (RCA), CC assessments and HAMR evaluations. Involved in the evaluation and development of corrective actions associated with technical evaluations (e.g., PtD evaluations, process flow diagrams, piping and instrumentation diagrams, and engineering drawings). Conducts inspections of facilities and processes to identify hazards and risks and offers corrective action recommendations based on the H&S Hierarchy of Controls. These services are provided to a variety of functional area work groups including engineering, project management and field operations. Works across multiple functional areas, facilities and leadership levels providing technical expertise including risk based operational insight and practice recommendations related to safety and health issues.

    Primary Duties:

    • Evaluates existing and emerging H&S regulations, providing operational and compliance impact analysis and recommendations.
    • Develops, implements and leads Prevention Through Design (PtD) processes, procedures and standards.
    • Facilitate Process Hazard Analysis (PHA) on existing and new tools, equipment, processes and facilities.
    • Provide technical review, input and analysis for Configuration Control (CC) program.
    • Leads or participates in Hazard Assessment and Mitigation Reviews (HAMR).
    • Leads or participates in incident investigations to establish causal factors, root causes and corrective actions.
    • Participate in and provide technical expertise using Root Cause Analysis (RCA) involving operational incidents.
    • Guide or participate in the development of safety management elements of project management and execution plans.
    • Performs and documents workplace hazard and risk assessments such as fall hazard and machine guarding surveys.
    • Evaluates new or revised tools, equipment, processes and facilities applying PtD principles, standards and concepts.
    • Influence safety-critical system designs by conducting hazard analysis to identify and validate hazards and verify design.
    • Review development plans for compliance with adopted safety engineering standards and good safety engineering practices.
    • Develops action plans and implements related corrective measures.
    • Conduct supplier evaluations and assessments based upon safety evaluations and post incident/accident reviews.
    • Participate in formal and informal assessments /audits of facilities and field operation activities.
    • Conducts wide variety of H&S surveys to gather field data.
    • Leads or participates in regulatory inspection processes such as OSHA inspections.

    Requirements:

    • Bachelor's Degree in Engineering, And 5 years engineering experience;.
    • Bachelor's Degree in Safety or directly related field, And 8 years Health and Safety experience..
    • Master's Degree In Safety or directly related field And 6 Experience with reviewing and interpreting engineering designs to identify Health and Safety related risks, conducting risk analysis and proposing corrective actions..
    • Experience working with safety management systems (e.g. OSHA process safety management, OSHA VPP, DNV ISRS, ISO and/or ANSI standards)..
    • Valid state driver's license.

    Preferred Qualifications: Knowledge, Skills, and Abilities:

    • Strong working knowledge of regulatory requirements related to OSHA, ANSI and NFPA.
    • Working knowledge of safety management systems such DNV ISRS, ISO 18001 and ANSI/ASSP Z-10.
    • Working knowledge of Process Safety Management concepts, principles and procedures.
    • Ability to review facility safety systems, to include but not limited to design, function and operability.
    • Ability to review and evaluate Process Flow Diagrams, Piping and Instrumentation Diagrams and engineering drawings.
    • Ability to apply and integrate PtD concepts, principles and standards into new or revised tools, equipment, process and facilities.
    • Knowledge of safety analysis tools such as Failure Mode and Effects Analysis and Fault Tree Analysis.
    • Ability to investigate safety incidents, establish causal factors, root causes and develop corrective action recommendations.
    • Knowledge of Supply Chain Risk Management (SCRM) and analyzing potential failures within a system and determining maintenance actions that can mitigate the risk of failure.
    • Understanding of Probabilistic and Mean Time Between Failure (MTBF) analysis to understand the relationship between safety and reliability.
    • Ability to measure compliance in the form of incident and injuries, equipment, and work flow failures.
    • Ability to work with others to modify processes and procedures related to pre startup and/or post incident findings.
    • Ability to use a personal computer with Microsoft Office Suite and SAP.

    Working Conditions:
