Summary
CRRC is looking for a Bilingual HR Generalist I or/and HR Generalist II in Mandarin Chinese who will be responsible for supporting the HR department and carrying out various responsibilities including but not limited to the following functional areas: recruiting, training, benefits, payroll, reports/documents drafting.
Essential Duties and Responsibilities

Coordinate talent acquisition processes with hiring managers and assist with recruitment tasks as needed
Complete on-boarding process of new employees from the application and related paperwork/tasks to new hire orientation
Manage recruiting workflow in Applicant Tracking System including online assessments, employment offers, pre-employment tests, I-9 compliance and all correspondence with candidates
Maintain HCM system records and department tracking files ensuring timely and accurate records
Administer payroll and benefits for hourly, semi-monthly and/or monthly pay employees
Process employee leave time and absence reports
Implement, develop and oversee the company’s internship program
Conduct exit interviews, investigate personnel issues and help resolve personnel matters, as appropriate or assigned
Assist in drafting and updating the company’s policies, procedures and standards under a supervisor’s oversight
Ensure compliance with counsel departments, and create and submit reports on all USEP(s)
Assist in structuring and organizing training plans and programs for all departments
Assist in immigration and visa administration
Able to translate/interpret from English to Chinese, and vice versa
Other duties as assigned
Required Education, Experience, and Criteria
Four-year bachelor's degree
Good verbal and written communication skills
Has general concept and/or knowledge of HR function and HR-related work process
Proficient in Microsoft Office (Word, Excel and PowerPoint) and Adobe editor
Strong self-motivation, a team player and a quick learner
Must be detail-oriented and able to take multitasks
Able to adapt to a fast-paced working environment
Strong critical thinking and analytical abilities
Bilingual in Mandarin and English
Preferred
1+ industrial experience in the manufacturing work environment
Four-year bachelor's degree major in (Industrial-Organizational) Psychology, Human Resources, or Political Science/legal studies.
Experience processing union payroll and benefits
Excellent writing skill and interpersonal communication skills in English and Mandarin
Experience administrating various benefit program
Experience creating and implementing the training program
Experience managing visa applications and cases
Has clear concept and/or knowledge of overall HR function and HR-related work process
