    POSITION TITLE: Electrical Engineer and Project Manager

    CITIZENSHIP: United States Citizenship is required

    CLEARANCE: Secret Clearance

    LOCATION: Elizabeth City, North Carolina

    POSITION DESCRIPTION:

    Provide coordination for engineering analysis/research and design, development, integration, and testing of ESD/Engineering Support Branch (ESB) avionics and aviation C4ISR programs and related sustainment efforts. Ensures adherence to the overall plans and schedules; develops solutions to program problems and directs work of incumbents assigned to program from various departments.

    REQUIREMENTS

    • Secret Clearance Required
    • Must possess and maintain a Project Management Professional (PMP) certification.
    • Bachelor of Science in Electrical Engineering. The degree shall be from an Accreditation Board for Engineering and Technology (ABET) college.
    • Four (4) years’ experience supporting USCG aviation avionic/C4ISR projects/initiatives or DoD equivalent.
    • Two (2) years’ experience with specific integration and implementation to include flight test support onboard multiple government aircraft types.
    • Two (2) years working knowledge of avionics operational capability and implementation on government aircraft types.
    • Two (2) years’ experience with avionics design and installation on government aircraft.

    RESPONSIBILITIES

    • Responsible for complying with all revisions of the ALC instructions and ensuring that the employees have the most up to date instructions.
    • Coordinates and monitors the scheduling and technical performance of the personnel under the contract.
    • Responsibilities also include aiding changes and coordinating preparations of proposals, plans, specifications, and the needs of the USCG.
    • Acts as advisor to program team regarding projects, tasks, and operations.
    • Responsible for submitting all reports to the COR.
    • Manage technical data packages:
    • Ensure a new engineering drawing is requested for all prototype efforts. Initiate the form, fit, function and electronic drawing signature processes after the first article/revision completion.
    • Ensure production engineering drawings are current revision before beginning manufacture.
    • Ensure drawings that have been pulled for revision are not being utilized for production.
    • Proofread all parts lists and wire lists to ensure the correct information is being used.
    • Assist in planning and integration strategies for performance-based logistics, performance-based life-cycle product support and fielding efforts as required by ESD/ESB project officers and managers.
    • Provide research for parts required to maintain government cross-platform avionics and C4ISR mission efforts as required by ESD/ESB project officers and managers.
    • Ensure that all employees are up to date on all ALC instructions and maintain a database that provides proof that employees have received the instructions IAW section 8.6.1.

    KNOWLEDGE, SKILLS, AND ABILITIES

    • Knowledge of aviation software configuration management.
    • Shall maintain situational awareness, stay cognitive-focused, and mitigate risks.
    • Comply with processes and procedures as per DHS and DoD documents and publications.
    • Maintain and control tools.
    • Clean work area as necessary, assuring all flammable materials are properly stored; handle and dispose of hazardous materials IAW applicable laws and regulatory requirements.
    • Comply with safety rules and procedures and perform work in a manner that enhances the safety of the work area.
    • Promptly report accidents, injuries, safety, violations, and/or unsafe practices or procedures to the COR or Contract Specialist.
    • Use Government computer system to access various technical references for job-related duties and Government training requirements.
    • Provide customer service.
    • Proficient in the use of basic computer tools such as Microsoft Office Suite and Live Meeting and use these tools for communication and presentations of research results and recommendations.
    • Responsible for compliance with all federal, state and local laws, including but not limited to OSHA.
    • Shall be subject to safety inspections of its work sites.
    • Performance of these services will occur in industrial areas. The industrial complex at ALC has the potential to expose workers to hazardous materials, which may include, but is not limited to hexavalent chromium, cadmium, beryllium, lead, and others. There may also be contact hazards with these materials during cleanup of dust, metal shavings, etc. Shall ensure proper protective measures are taken to employees are protected from these hazards.
    • Travel could be possible.
    • Shall be proficient in identifying, locating and researching USCG or equivalent DHS/DOD, Federal, and industry technical publications, process guides, manuals, instructions, and related guidance and instructional documentation necessary for modification, testing, certification and sustainment of SRR aircraft.
    • Shall be proficient in the use of USCG or equivalent supply management software to include but not limited to TMAPS, AMMIS, ACMS, ALMIS, and FEDLOG.
