    Background

    The Surface Forces Logistics Center (SFLC), Ice Breaker, Buoy, and Construction Tender Product Line (IBCTPL), Engineering Branch, is responsible for the management of Engineering and Logistics for all assigned assets. A requirement exists for logistics support services in SFLC Engineering Branch for Electrical Engineering Services, Mechanical Engineering Services, Data Analyst Services and Asset Management Support.The Contractor shall provide support as outlined in this Statement of Work (SOW).

    Data Analysis Services

    • Provide support in maintenance and diagnostics text data collection and analysis.
    • Create and analyze monthly and yearly historical reports and also be required to collect, review and analyze engineering reports produced by various depot maintenance activities.
    • Must be able to create and maintain databases and develop action items based upon results.
    • As an analyst, the contractor shall collect, input, edit, extract, consolidate, analyze, report, present and maintain historical information for the areas as assigned by the product line.
    • Analysis includes ability to write 'macros' or other programs to scan large data files for identification of patterns or anomalies, forecasting trends based on data analysis of various mathematical and other means (linear trend, Weibul analysis etc.)
    • The contractor shall collect, electronically transfer, file, organize and maintain a historical library of all data collected or submitted

    Requirements

    • Contractor personnel shall possess a working know Fdataledge of all standard office equipment (phones, computers, scanners, fax machines, etc.) as well as Microsoft Office applications.
    • Contractor personnel must be able to demonstrate knowledge of all preferred systems or the Contractor shall produce a clear plan to obtain training for the proposed personnel to meet the government’s needs prior to the beginning of work.
    • The Contractor and its personnel shall effectively communicate with all team members, internal and external CG personnel and work in a team environment that requires collaborating with others to solve problems and develop innovative solutions often working with a diverse group of people that are geographically dispersed.
    • Contractor personnel shall be able to clearly speak, read, and write in American English using proper grammar and punctuation. Oral and written communication skills to prepare complete, logically arranged, and legally defensible technical documents for incorporation into contracts are essential.
    • This position involves speaking to a wide variety of people both internal and external to the Coast Guard and in commercial industries that serve the Coast Guard’s needs.
    • The Contractor shall possess and apply a working knowledge of varying Coast Guard processes, principles, and tools. These include databases used to review, maintain, and update cutter maintenance records. Additionally, the individual shall be familiar with the Federal Acquisition Regulations with regard to small purchases and their applicability to ship repair contracts and purchases.
    • The Contractor shall possess and apply a working knowledge of Fleet Logistics System (FLS), Naval & Electronics Supply Support System (NESSS), Electronic Asset Logbook (EAL), and SFLC Central.
    • Contractor personnel shall be provided access by the Government and will be required to navigate the following programs to accomplish assigned tasks: FLS, NESSS, FEDLOG, Web-FLIS SFLC Central, CG-LIMS. Additional programs or applications may be identified by the Product Line for the contractor to correctly complete their duties.
