    JOB SUMMARY:

    To manage a human resources department, overseeing employee engagement, administration of hiring, retention and termination cycle, administrative systems and records, legal compliance, compensation, benefits, and long-term staffing strategies.  Responsibilities include development and administration of personnel rules and regulations, pay and job classification structure, annual compensation and benefit reviews and programs for employee training, safety, health, team building and employee engagement.

    ESSENTIAL FUNCTIONS:

    1. Sets policies for hiring and oversees adherence to EEOC and affirmative action programs and diversity goals set by the corporation.
    2. Establishes policies that seek to increase retention rates and foster employee job satisfaction and high morale. 
    3. Lead employee engagement activities including workplace surveys, communication, and action planning.
    4. Approves terminations, and exercises care that reasons are well documented and are not arbitrary or discriminatory.
    5. Oversees maintenance of accurate and complete personnel records.  Ensures that rules concerning confidentiality and retention are followed.
    6. Keeps abreast of legislation affecting human resources; trains management and monitors company policies to ensure compliance.
    7. Oversees preparation of job descriptions and compensation programs.  Seeks incentive programs that encourage excellent performance and increase retention rates.
    8. Reviews benefits and tries to maximize job satisfaction while keeping the cost of the benefits package under control.
    9. Works with top management to set long-term staffing goals and strategies.
    10. Oversees training and safety programs in context of compliance with government regulation.
    11. Salaried and hourly employee development.

     DUTIES AND RESPONSIBILITIES:

    1. Develops and administers various human resources plans and procedures for all company personnel.
    2. Plans, organizes, and controls all activities of the department. Participates in developing department goals, objectives, and systems.
    3. Implements and annually updates compensation program; rewrites job descriptions as necessary; conducts annual wage and benefit surveys (hourly) and develops merit pool (salary budget); analyzes compensation; monitors performance evaluation program and revises as necessary.
    4. Develops, recommends, and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures; performs benefits administration to include claims resolution, change reporting, approving invoices for payment, annual re-evaluation of policies for cost effectiveness, information activities program, and cash flow.
    5. Develops and maintains affirmative action program; files EEO-1 annually; maintains other records, reports, and logs to conform to EEO regulations.
    6. Conducts recruitment effort for all exempt and nonexempt personnel, students, and temporary employees; conducts new-employee orientations; monitors career pathing program, employee relations counseling, outplacement counseling, and exit interviewing; writes and places advertisements.
    7. Establishes and maintains department records and reports. Participate in administrative staff meetings and attends other meetings, such as seminars. Maintains company organization charts and employee directory.
    8. Evaluates reports, decisions, and results of department in relation to established goals. Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
    9. Performs other incidental and related duties as required and assigned.

     KNOWLEDGE AND SKILLS:

    • Responsible for center wide human resources planning and development.
    • Provides functional guidance for administrative support needs.

     QUALIFICATIONS:

    1. A bachelor’s degree in Human Resources or related field, master’s degree a plus.
    2. Over five years of experience in human resources with increasing supervisory responsibilities.
    3. Thorough knowledge of laws affecting human resources administration.
    4. Demonstrated management and organizational skills.
    5. Must have Positive Employee Relations (labor) experience. i.e. working with hourly employees, conducting investigations, and holding disciplinary hearings.
    6. Previous experience managing a large manufacturing site.
    7. Senior Professional in Human Resources (SPHR) certification preferred.
    8. Ideally someone with leadership and strategic management of workforce
    9. Workers compensation knowledge.

    Required Skills Required Experience

  • Qualifications
    • B.S. Degree in Accounting, Finance, or other related field or relevant work experience.  
    • 3+ years experience in a Financial role.
    • Demonstrated knowledge of Oracle, Excel and Access or other data management experience.
