    SUMMARY

     

    The Junior Program Officer shall work domestically within the Department’s ECA/EC/P to support the Managing Director/DAS with a myriad of administrative duties.

     

    JOB DESCRIPTION

     

    The Junior Program Officer assigned to this Task Order will conduct duties and responsibilities including, but not limited to, the following:

     

    • Takes action on or coordinates action on programs, requests and matters received in the office. Maintains contact with persons within and outside the Department for the purpose of coordinating and expediting action on material prepared for the Deputy Assistant Secretary. Must have knowledge of issues which are of particular and continuing concern to the DAS, ADAS, ECA, the Department, and the

    • Plans and carries to completion, special and/or confidential projects and assignments for the DAS and Managing Director and knowledge of their desires and a good knowledge of Departmental

    • Reviews material, logging in sensitive items and exercises judgement in presenting to superiors that material which may be of interest and require special and confidential consideration. Conducts research to ensure that background material is related to a particular matter and is available to

    • Provides staff support and other assistance to the other principals which may require accompanying principals on domestic and overseas travel to conduct/attend meetings and conferences.

    • Assists the Strategic Global Engagement Unit in EC/P with drafting proposals to secure recovery funds for special initiatives. Drafts Notice of Funding Opportunities (NOFO) with input from regional bureau and works with grantee to implement programs.

    • Carries out assignment requiring a degree of tack and diplomacy requiring knowledge of the views of the DAS and other senior Gathers information and material, analyses it and prepares recommendations for signature.

    • Assists in logistical scheduling, planning, and implementing events/meetings/travel involving the Managing Director. Assists in the direction of the flow of action and information papers where necessary and makes recommendation where necessary.

    • Demonstrate excellent written and verbal communication skills in the performance of all work.

    • Assists with project scheduling, requirements, research, documentation and execution.

    • Collects, communicates and updates relevant information on the EC SharePoint websites.

     

    Required Skills

    EDUCATION, EXPERIENCE AND LICENSURE:

     

    The Junior Program Officer will demonstrate special knowledge and experience specific to, but not limited to the following requirements:

     

    • Knowledge of the Exchange Visitor Program line of business as related to internal Private Sector Exchange business

    • Experience manipulating data from one system data base or network to Access, Excel, or other software application or system.

    • Experience with standard software, including the complete Microsoft Office Suite (Word, Excel, Access, PowerPoint, SharePoint), and an excellent ability to learn and work with other software, as well as database

    • Experience in implementing standard operating procedures (internal controls).

    • Ability to work with various database

    • Experience in program administration, operating procedures, oversight, monitoring, and reporting.

    • Ability to confirm and prioritize

    • Ability to work independently, with minimal supervision, and multi-task in a high volume, fast-pace work environment.

    • Exceptional ability to perform effectively in a flexible, team-oriented

    • Exceptional ability to build and maintain strong working relationships with colleagues.

    • Knowledgeable in international educational and cultural exchanges, or other types of international programming or

    • Ability to obtain and maintain a security clearance at the Secret

     

    PHYSICAL REQUIREMENTS:

     

    Essential functions may require maintaining physical condition necessary for frequently bending, stooping, sitting, walking or standing for prolonged periods of time; most of time is spent sitting in a comfortable position with the opportunity to move about. Occasionally there may be a need to move or lift moderately light items up to 35 pounds. Near visual acuity to review written documentation; ability to hear and understand speech at normal room levels and on the telephone; manual dexterity to operate a telephone and keyboard; lift horizontally and vertically. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.     WORK ENVIRONMENT:

     

    Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system.     Must have the ability to obtain and maintain a top secret security clearance. In addition, a satisfactory background screening, negative drug test, positive references and proof of identity and legal authorization to work in the United States and for TTI are required.
