Work will begin in March 2024 COLSA Corporation is seeking a Sr. Innovation Analyst in support of Marine Corps Information Operations Center (MCIOC) in Quantico VA. **** This work **** includes Innovative solutions support of OIE capabilities, resources, and activities related to the Marine Corps Information Command (MCIC)/MCIOC. Providing improvement recommendations to the MCIOC on internal command procedures, providing specific insight through analysis of surveys or studies of a particular cultural or political demographic to enhance MCIOC’s ability to conduct Influence Operations (IO). Innovative solutions could also include information environment operation reach-back support or mission-related consultant services.
Principle Duties and Responsibilities:
- Provide innovative support to OIE capabilities, resources, and activities related to the Marine Corps Information Command (MCIC)/MCIOC merger.
- Provide improvement recommendations after reviewing internal command procedures.
- Providing specific insight through analysis of survey results or studies of a particular cultural or political demographic to enhance MCIOC’s ability to conduct Influence Operations
- Provide the ability to explore what technical solutions are available and what resources can be brought to bear to better inform commander's attempts to create or exploit information advantages.
- Provide support of initial assessment of new technologies which may provide an advantage in various mission areas
- Assist with the assessment of emergent capabilities that may enhance MCIOCs future capabilities
- Assist with the development of assessment findings and briefing materials.
- Provide advice, opinions, recommendations, and other non-discretionary services to existing OIE doctrine publications to include Marine Corps, other Service, Joint and Coalition publications that impact USMC OIE doctrine and policy;
- Provide recommendations on Marine Corps, Joint, Multi-Service, Coalition and Other Government Agencies (OGAs) doctrine, tactics, techniques, and procedures;
- Participate in conferences and doctrinal exchanges such as in-progress reviews, command decision briefings, doctrine review
- committees, DOTMLPF working groups, and doctrine conferences hosted by higher headquarters, and other agencies;
- Analyze and make recommendations regarding the Marine Corps Doctrinal Process and associated processes for designated doctrinal proponent or executive agent;
- Review doctrine not specifically related to OIE for any implications on USMC perspective of those fields or relating to the information environment;

Required Skills
Required Experience
- Minimum of a high school diploma
- Minimum of 12 years direct related experience
- Experience in improvement procedures, assesments and recommendations to Marine Corps IOE planning, Joint, Multi-Service, Coaltion and other Government agencies
- The ability to provide concise summary of the most important findings from survey results, and studies of cultural and poliical demographics to assist in Influence Operations
- Working knowledge of military doctrine, and the ability to process and review a variety of doctrine documents, resources, and capabilities related to USMC persepctive
- Active TS/SCI DoD clearance; US Citizenship required
