  • Responsibilities

     

    Responsible for the oversight and direct supervision of CalOptima’s accounting, financial reporting, and payroll divisions of the Accounting unit. This is a hands-on position and the successful candidate will have the ability to be a leader and to delve into details as required.

     

    POSITION RESPONSIBILITIES:

    Maintain an accurate accounting system and monitor access by staff with appropriate levels of security.

    Develop and manage financial controls in accordance with the company’s policies and procedures.

    Develop policies, procedures and standards for all department activities.

    Develop and maintain efficient work processes to ensure timely and accurate reporting of financial activities in accordance with generally accepted accounting principles (GAAP) and statutory requirements.

    Monitor the financial performance of the company by compiling and analyzing financial reporting packages.

    Communicate financial metrics to senior management team.

    Oversee treasury functions including operating, cash flow, and investments.

    Ensure the timely distribution of accurate, clear, and concise financial reports.

    Ensure timely submission of financial and other reports to federal and state regulatory agencies.

    Ensure vendors and employees are paid in a timely manner.

    Manage annual financial audits conducted by the company’s independent auditors and regulators.

    Manage employees directly including selection, training, performance appraisal, performance goal setting and resource allocation.

    • Participate in monthly IBNR review for medical claim liabilities.
    • Participate in annual budget process.

    Other projects and duties as assigned.

    Required Skills

     

    • Maintain company-wide financial records, reports and collect statistical data for administrative and regulatory purposes.
    • Communicate effectively at all organizational levels and in situations requiring instructing, persuading, negotiating, consulting, and advising.
    • Deliver clear, effective presentations to the CalOptima Board of Directors and external audiences.
    • Effectively utilize computer and appropriate software and interact as needed with CalOptima Information Services.
    • Prepare clear, comprehensive written and verbal reports and materials.
    • Assist in the formulation of policies and procedures; understand and interpret policies, procedures and regulations.
    • Develop and maintain effective working relationships with all levels of staff, other programs, agencies, and the general public.
    • Encourage the professional performance and development of subordinate staff.

     

    Required Experience

     

     

    EXPERIENCE & EDUCATION:

    • Bachelor’s degree or equivalent work experience. Note equivalent work experience in lieu of a bachelor’s degree will be approved by HR and the hiring manager.
    • CPA or MBA is preferred.
    • 10+ years of equivalent business experience with increasing responsibilities for a major company or division of a large corporation.
    • 5+ years of managerial experience.
    • Demonstrated proficiency in all Microsoft Office programs.
    • Financial and accounting experience in a managed care or insurance setting preferred.

     

    KNOWLEDGE OF:

    • Generally accepted accounting principles (GAAP) and procedures.
    • Managed care finance and accounting
    • Principles and practices of the managed health care industry, including capitation, Incurred But Not Reported (IBNR) and per thousand member reporting.
    • Principles and methods of planning, managing and maintaining an automated accounting system.
    • Principles and techniques of effective supervision, including training and evaluation.
    • Planning, organizing and managing accounting records and reports.
    • Methods of financial analysis.
