    JOB SUMMARY

    The role of this position is, to facilitate the coordination and integration of program related activities along with Vendor supported software and define system scope and objectives to meet the user needs.  Through research and fact-finding, from data extracts and system knowledge, to assist the users in making informed decisions on their application requirements.  Also provides technical consulting to end users on systems projects.

     

    The Senior Technical Analyst serves as the requirements project lead, working with the solutions architects, developers, business owners and stakeholders on all domains. The position is responsible for providing key client relationship management for the of projects and is accountable for consulting with the businesses to understand their business goals and objectives, processes, and requirements. Additionally, the incumbent will lead small to medium projects, mentor other Technical Analysts, represent the department manager, coordinate design sessions, creating process/data flow diagrams and documenting project efforts.

     

    The Senior Technical Analyst will function as a liaison between the developmental team and business owners as they collect, clarify, and translate business requirements into documentation and conceptual design, from which applications and solutions are developed. In addition to developing functional requirements and specifications, the Senior Technical Analyst will also be responsible for providing guidance on the day-to-day activities of the other Technical Analysts, both staff and contractors.

     

    POSITION RESPONSIBILITIES:

    • Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and form of desired results.
    • Prepares detailed specifications from which programs will be written.
    • Analyzes and revises existing system logic difficulties and documentation, as necessary.
    • Analyzes program logic with upgrades to vendor changes as well as technical infrastructure impacts.
    • Makes recommendations and documentation to programmers for changes required.
    • Works directly with Programmer Analyst to define scope and requirements.
    • Prepares QA methods to verify program and data integrity.
    • Ability to work with Business departments to assist with their requirements and define options and methods to accomplish their desired results.
    • Works with Business departments to Quality Assurance (QA) data to their satisfaction for program implementation to production.
    • Participates in progressively more complex projects and perform progressively more complex analyses as one advances through Technical Analyst levels.
    • Leads, plans, and coordinates Technical Analyst activities within the department.
    • Supports large complex projects and /or multiple smaller projects.
    • Liaisons between IS Business Solutions developmental team and business clients by gathering and defining requirements.
    • Facilitates requirements-gathering sessions, including leading discussions, managing group dynamics, and maintaining group focus, to accomplish goals and objectives.
    • Coordinates Joint Application Development (JAD) design sessions with business units, IT developers and QA resources.
    • Creates and modifies analytical documents to support the engineering team including flow charts and functional decompositions.
    • Provides analytical support to drive project decisions and production support as needed.
    • Other projects and duties as assigned.

    • Utilize computer and appropriate software (e.g., Microsoft Office: Word, Outlook, Excel, PowerPoint) and job specific applications/systems (e.g., Access, SQL Analyzer, Project, and Visio) to produce correspondence, charts, spreadsheets, and/or other information applicable to the position assignment.

     

    EXPERIENCE & EDUCATION:

    • Bachelor’s degree in Information Technology or related field and/or equivalent work experience required.
    • 5+ years of Technical Analyst experience required.
    • 2+ years of experience working with a major Managed Care application (e.g., GuidingCare, McKesson) required.

     

    PREFERRED QUALIFICATIONS:

    • 2+ of experience in Information Services in a Health Services setting strongly preferred.
    • Strong Data Analytical skills, such as working with SQL Server.

     

    KNOWLEDGE OF:

    • Quality standards, legislation, and best practices.
    • Basic computer hardware and software troubleshooting techniques is helpful.
    • Software applications: Facets, Care Management Systems, a plus. 
    • Health Care, Managed Care, Claims, and Provider Operations is extremely helpful.
    • System Development Life Cycle.
