    DEPARTMENT(S):  Information Services REPORTS TO:  Sr. Manager, Information Services (Records and Information) FLSA STATUS:  Non-Exempt SALARY GRADE:  J - $31.2500 - $43.7500 ($65,000 - $91,000)

     

    JOB SUMMARY

    The Technical Analyst, Int. (Records and Information) examines and evaluates records management systems to recommend new or improved methods for efficient handling, protecting, and disposing of business and health records and information within various systems and environments. The incumbent periodically analyzes records management needs to determine appropriate strategies and solutions, as well as assists with the collection and review of internal and external information (data and hard copy) requests. The incumbent maintains inventories for offsite, on-premises, and cloud information repositories. The incumbent also researches and assists in the development of Information Services (IS) policies and procedural documentation, in addition to assisting in training others on records and information management policies and effective records management practices. 

     

    POSITION RESPONSIBILITIES:

    • Prepares functional and technical assessments related to records and information management.
    • Assists in the implementation and maintenance of the records retention schedule, including assisting staff in identifying records and documenting disposition.
    • Prepares detailed specifications for records-related functionality within Microsoft Office 365, and other systems as needed, to facilitate the implementation of automated records retention and disposition processes.
    • Assists with the research and development of internal policies and procedures for the IS department.
    • Assists with analysis and revision of existing systems, content formatting, and documentation to comply with California Trusted Systems requirements.
    • Assists with the coordination and technical implementation of litigation holds, eDiscovery responses, and data production, including subpoenas and Public Records Act requests, according to legal and regulatory requirements.
    • Make recommendations and documentation to programmers for changes required.
    • Assists with conducting physical and system audits to verify program and data integrity.
    • Other projects and duties as assigned.

      

    POSSESSES THE ABILITY TO:

    • Evaluate existing records systems and plan revisions, or design new systems and procedures in less complex situations.
    • Use system analysis techniques and methods to analyze and document system requirements and technical designs.
    • Use project management skills to coordinate implementation and development activities with various stakeholders on projects across departmental boundaries.
    • Troubleshoot situations and methodically track down the source of problems and define parameters to correct or mitigate issues.
    • Assist business with possible solutions and test scenarios for optimal outcome.
    • Establish and maintain effective working relationships with CalOptima leadership and staff.
    • Communicate clearly and concisely, both verbally and in writing.
    • Utilize computer and appropriate software (e.g., Microsoft Office: Word, Outlook, Excel, PowerPoint) and job specific applications/systems to produce correspondence, charts, spreadsheets, and/or other information applicable to the position assignment.

     

    EXPERIENCE & EDUCATION:

    • Bachelor’s degree in Information Technology or related field, or equivalent work experience in a related field, is required.
    • 3 years of IS Technical Application support experience is required.
    • 3 years of experience performing analytics against databases, such as writing Structured Query Language (SQL) queries, required, preferably in a Microsoft SQL Server environment.

     

    PREFERRED QUALIFICATIONS:

    • 3 years of experience working with Microsoft Office 365 with experience in the Security and/or Compliance Centers preferred.
    • 3 years of experience working in a records management capacity with experience in healthcare preferred.
    • 3 years of experience in IS related to healthcare preferred.
    • 3 years of experience working with major business applications in healthcare, finance, human resources/administration functions is preferred
    • 3 years proficiency with application implementation, and support of healthcare and business systems is preferred
    • Experience with design and implementation of workflow systems is preferred.
    • Experience working with and implementing tools in SharePoint Online environment preferred.

     

    KNOWLEDGE OF:

    • Records management principles, practices and methods, and skill in their application to the records needs of organizations.
    • Computer desktop and software troubleshooting techniques.
    • SQL Query writing preferably in SQL Query analyzer or similar tool. Business applications in a Healthcare, Managed Care, Claims, and/or Provider Operations environment.
