    Under general supervision, this position supports CalOptima’s compliance with cultural and linguistic (C&L) State and Federal regulatory requirements. The position assists in the development and/or implementation of cultural and linguistic services/activities, such as: 1) providing and coordinating professional translation and review services in one of CalOptima’s threshold languages; 2) coordinating interpreter services of non-English languages and American Sign Language; 3) planning and organizing cultural competency training; and 4) researching and analyzing issues and making recommendations to enhance CalOptima’s cultural and linguistic program and services.

     

    POSITION RESPONSIBILITIES:

    • Provide and coordinate professional and timely translations and/or reviews of CalOptima member materials.

    • Assist in completing and/or responding to regulatory agency reports (DHCS, CMS, NCQA, etc.), surveys, audits and evaluations regarding CalOptima’s C&L program.

    • Ensure the timely delivery of interpreter services by working with qualified staff interpreters and contracted interpreter service vendors.

    • Plan, organize and develop cultural competency trainings for CalOptima staff, providers, contracted health networks and community based organizations.

    • Review, analyze and interpret regulations and internal/external policies and procedures related to cultural and linguistic services.

    • Review, research, resolve and trend member complaints and/or grievances related to cultural and language issues.

    • Represent the department and facilitate communications on cultural and linguistic services within, or outside CalOptima.

    • Identify cultural and/or linguistic barriers to members accessing health care services and health disparities where appropriate.

    • Timely and accurate processing of vendor invoices for translation and interpreter services.

    • Compile data and prepare reports to monitor trends and identify issues.

    • Other projects and duties as assigned.

     

    Required Skills

    • Communicate effectively both verbally and in writing, including public presentations.
    • Initiate and follow through on tasks with little supervision or guidance.
    • Be able to work independently, meet deadlines, and exercise discretion and judgment.
    • Identify issues and problems, develop solutions, and prepare recommendations, including policies and procedures.
    • Collect data, identify pertinent information, and prepare reports and presentations.
    • Effectively utilize computer and appropriate software including Microsoft Word, Excel, PowerPoint, Outlook, Access and translation software and interact as needed with CalOptima Information Services.

    Required Experience

     

     

    EXPERIENCE & EDUCATION:

    • Bachelor’s degree in a health care related field or cultural and linguistic studies is preferred.

    • Professional education in the area of translation, interpretation and cultural competency training is preferred.

    • Professional level of written, reading and spoken proficiency in English and in one of CalOptima's threshold languages; Spanish, Vietnamese, Farsi, Korean, Chinese or Arabic.

    • 1+ years of experience with a health plan, program or clinical environment working with culturally diverse populations is required.

    • Experience in managed care and/or government programs preferred.

     

    KNOWLEDGE OF:

    • Policies, regulations and general requirements of cultural and linguistic services.
    • Principals and practices of health care, health care service delivery and medical administration.
    • Experience addressing issues of cultural and linguistic competency and racial and ethnic disparities in health care.
    • Orange County community based and social service organizations, especially those providing support services and health education to Limited Education Proficient (LEP) members of the community.
    • General information relevant to professional or administrative responsibilities in the assigned program.
    • Personal computers, keyboarding, and appropriate software to produce translation, correspondences, spreadsheets, and/or other information applicable to position.
