    Position Summary:

    The Battalion Chief is responsible for coordination or directing the work of stations, engines, rescue activities, and project resources.

    Supervisor:

    Division Chief of Operations

    Essential Duties and Responsibilities:

    Leadership

    Abides by the Company’s rules, regulations, policies, procedures, mission, guiding principles and “The Capstone Way.”

    Conducts crew inspections, reviews reports, and investigates complaints to ensure compliance with Company policies, rules and procedures.

    Maintains clear, timely, and accurate communications between management, administration staff, and crew members so that standby services and support activities are coordinated and achieve company objectives.

    Keeps superior officers adequately informed of problems or issues which need to be addressed and proposes alternative solutions for consideration.

    Assists the Operations Division Chief in preparing the resources required for the Company to provide high level services.

    Projects a positive image to individuals and groups as a professional, competent and helpful manager.

    Prepares timely and accurate reports and generates performance report for the Operations Division Chief regarding the work activities of their shift as required. Assures that all personnel under their supervision are adequately trained and appropriately informed regarding their duties and responsibilities.

    Work as a team member within the operations division.

    Supervision

    Plans and quality controls the operations of field crews, including the monitoring of work standards to ensure personnel are productively utilized and acceptable work quality and service level standards are maintained.

    Provides technical assistance to Captains and other staff in the completion of their work, and personally handles or directs complex tasks or multi-crew projects.

    Maintains a competent and motivated work force, with emphasis on first-line supervisors, through work assignments, performance evaluation, counseling, training, and managing member performance improvement actions.

    Plans, directs, supervises, and coordinates the work of field employees; organizes and assigns personnel; reviews shift activities through reports prepared by subordinate personnel and through conferences with Fire Captains, instructs personnel in operating procedures.

    Operations & Projects

    Maintains safety as the number one objective for all personnel. Enforces common safety standards and demonstrates that the belief is all accidents and injuries are preventable and unacceptable.

    Identifies ways to improve and streamline operations, training and equipment maintenance tactics and programs, including the cost and benefit of possible improvements.

    Assesses our service delivery effectiveness and identifies challenges, such as the status and conditions of equipment, effect of training activities and training needs, utilization of staffing in response to work load, and take corrective action in consultation with the Operations Division Chief.

    Establishes objectives for the operation of the company in conformance with the goals set by Executive Management. Communicates these objectives to all personnel under their supervision. Monitors the implementation of these objectives for their work programs and take corrective actions as necessary.

    Maintains high customer service satisfaction results, communicates with the customer or representative directly to assess job performance and possible needs.

    Monitor attendance vs. policy. Maintains employee attendance within standards.

    Equipment

    Manage and supervise high value inventory tracking, supplies levels including but not limited to radios, phones, computers, and electronics.

    Manage all equipment assigned to operational apparatus. Maintain detailed inventory logs, and coordinate routine repairs, maintenance, and annual inspections.

    Manage regular inspect and test equipment in accordance to manufactures requirements within local, state, and federal requirements.

    Emergency Training

    Implements and maintains accountability to the ICS system when appropriate.

    Leads and participates in the response of a team to reported emergencies, such as fires, rescues, accidents, medical assistance and other hazardous conditions, as well as other assigned calls.

    Assesses the situation and takes action on the conditions found utilizing industry best practices within the scope of training and contractual obligations.

    Assures calls for service are responded in a safe and timely manner, including the prompt and correct size-up, assessment, and type of the response and the scene is set up properly to provide proper traffic flow and prevents the occurrence of injuries to assigned personnel.

    Promptly communicates emergency situations to the Duty Chief or Assigned Chief when safe to do so and documents all actions once the situation it mitigated.

    Training

    Maintains knowledge, skills, and proficiency by attending drills and completing training assignments as directed by the company.

    Maintains an adequate level of physical fitness to meet job requirements. Keeps abreast of new tactics, procedures, programs and technologies in each service offering.

    Education and Experience:

    Group A Requirements (DMV/EDUC)

    Valid Driver’s License

    Valid Medical Examiner’s Card

    Clean Driver’s Record

    High School Diploma or GED

    Group B Requirements (EMS)

    CPR with AED

    EMT

    Minimum Experience

    Ten (10) years of paid professional all risk fire experience or equivalent

    Five years as a company officer/supervisor

    Minimum and Desirable Qualifications

    NWCG Strike Team Leader (Desirable)

    Bachelor’s Degree, Associate Degree or Approved higher education (Desirable)

    Physical Fitness Level; Moderate

    Minimum Training Requirements

    CA State Fire Officer (I-100-I-200 I-300, S-260, S-330(Task Force/Strike team Leader Desirable) S-336.

    CA State Fire Marshall Confined Space Rescue (CSR)Technician

    SCOPE OF RESPONSIBILITY: Decisions made with thorough understanding of procedures, company policies, and business practices to achieve general results and deadlines. Responsible for setting work unit and/or project deadlines.

    Beneficial Skills and Experience:

    Hazardous Materials Awareness and Operations Knowledge.

    Understanding of Fire Station Facilities Management.

    Supervisory Responsibilities:

    This position may manage operational personnel and support staff, and is responsible for performance management.

    Physical Demands:

    While performing the duties of this job, the employee is occasionally required to stand; walk; sit; use hands to finger, handle, or feel objects, tools or controls; reach with hands and arms; climb stairs; balance; stoop, kneel, crouch or crawl; talk or hear; and taste or smell.

    The employee must occasionally lift or move up to 50 pounds.

    Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

    Position Type/Expected Hours of Work:

    This is a full-time position. Days and hours of work are Monday through Friday, 8:30 a.m. to 5 p.m. This position may require longer hours and some Saturdays and Sunday or extended multiple day assignments.

    Travel:

    Travel is primarily local during the business day, although some out-of-area and overnight travel should be expected.

    Work Environment:

    Outdoor field, fixed facility, and environmental challenging weather and conditions operations are all possible.

    Professional office environment. This role routinely uses standard office equipment such as computers, phones, printers, photocopiers, filing cabinets and fax machines.
