    The Real Estate Services (RES) division of DCAS supports the operations of the government of the City of New York by providing services for the City’s real estate needs. RES is responsible for the space planning and management of 37 million square feet, Citywide acquisitions (lease or purchase), sales and other dispositions of City-owned real estate, architectural design and project management, zoning and land use analyses, disposition of 15,000 City-owned lots, property valuation, and financial analysis of real estate transactions.

    JOB DESCRIPTION This position will be integral in identify and managing opportunities within the City’s lease portfolio to achieve greater efficiency, consolidation, and financial savings. The position will work closely with the newly created Portfolio Planning and Management (PPM) unit to advance opportunities to improve the efficiency of our space, the efficiency of our leases, and strategically plan for future consolidation opportunities. Job responsibilities include, but are not limited to:

    Negotiate or oversee negotiation of term sheets, scopes of work, cost effective commercial leases and licenses on behalf of the City, as Tenant, and in its best interest either individually or using Tenant Representatives.

    • Ensure superior negotiation of lease terms (rent, operating expenses, term length, scopes of work, etc.);

    Negotiate leases for different types of commercial space including office, warehouse, industrial, daycare etc.

    Performing complex analysis of the City’s lease portfolio to identify, plan and implement a new strategic leasing initiative to maximize financial and space efficiency.

    Creating an integrated approach to lease and space analysis with the Division’s newly created PPM unit as well as the DPM unit.

    Providing day to day management of the divisions analytical initiatives, to include project status reports, portfolio assignments, and lease financial data.

    Analyzing the cost effectiveness of the City’s leases and licenses.

    Leading special project initiatives and coordinating multi-Agency leasing projects.

    Managing and coordinating the development and timely completion of leases, licenses, renewals, and notices in conjunction with in-house counsel.

    Maintaining effective project management and efficient control of the entire leasing process for client agencies.

    Effectively communicating with Leasing team members to ensure that projects are progressing on time, within budget and meeting the programmatic needs of the client agencies;

    Effectively partner with Real Estate Services’ Design and Project Management (D&PM) unit to ensure that everything required to successfully negotiate a term sheet with the Landlord is completed on time and a lease is fully executed to satisfy the client agency requirements.

    QUALIFICATION REQUIREMENTS A master's degree from an accredited college with a major in business administration, public administration, urban planning, economics, urban affairs, marketing research, finance, or political science; or

      1. A baccalaureate degree from an accredited college and one year of full-time satisfactory experience in one or more of the following:
    1. a. business development, retention, expansion and relocation or assisting businesses in accessing public and private services and programs including workforce development; or

    b. analysis of business records and documents to determine eligibility of businesses for programs and services; or c. economic, market or site research and analysis for business and neighborhood development; or d. facilitation and promotion of the film industry through the processing of various permits, marketing techniques and incentive programs; or

    1. An associate degree or 60 semester credits from an accredited college and three years of full-time satisfactory experience as described in "2" above; or

    2. A satisfactory combination of education and experience which is equivalent to "1", "2", or "3" above. However, all candidates must have least 60 semester credits from an accredited college.

    PREFERRED SKILLS:

    1. Experience with lease portfolio analysis and strategic plan creation
    2. Experience with managing staff, portfolio, landlord, and tenant issues.
    3. Familiarity with City of New York processes, rules, and regulations
    4. Understanding of corporate processes, policies, procedures, and governance
    5. Demonstrated knowledge of the New York City real estate market and commercial leasing trends
