    THE BSA ASSISTANT MANAGER IS RESPONSIBLE FOR OVERSEEING THE DAY-TO-DAY OPERATIONS OF THE BSA DEPARTMENT WITH SPECIALIZED DEDICATION TO THE MRB PROGRAM. THIS INCLUDES TIMELY REVIEW AND COMPLETION OF BSA/AML PROCESSES INCLUDING BUT NOT LIMITED TO: SAR FILINGS, CTR FILINGS, NO SAR REVIEWS, AND DUE DILIGENCE PROCESSES SUCH AS FINANCIAL REVIEWS AND CASH RECONCILIATIONS. THE BSA ASSISTANT MANAGER SUPPORTS THE BSA MANAGER WITH ESTABLISHING AND ENFORCING SOUND MANAGEMENT PRACTICES AND PROCEDURES. DUTIES INCLUDE PROFESSIONAL DEVELOPMENT OF THE BSA AND MRB TEAMS, ADHERENCE TO INTERNAL PROCEDURES/CONTROLS, AND ENSURING THAT CREDIT UNION ACTIVITIES COMPLY AT ALL TIMES WITH APPROPRIATE LAWS, REGULATIONS, AND STANDARDS.

     

    • Oversees all the day-to-day operations of the BSA Department. (45%)
      • Ensures MRB team is operating efficiently and in compliance with applicable laws, regulations, and rules, have appropriate operating controls to mitigate risk. This includes effective use of AML monitoring tools and resources.
      • Maintains current knowledge of BSA/AML financial trends and topics.
      • Maintains a strong internal control environment and monitors the processes and procedures for the high risk and critical functions related to the department and MRB program.
      • Proposes and implements changes to related management practices, policies, and procedures.
    • Provides oversight and ongoing support for talent management through one on one coaching and guidance to partners to enable them to perform at a high level. Assists with the hiring and development of department team members. (20%)
    • Assists the BSA Manager in developing strategies, budgets, business cases and success managements for the BSA department. Monitors progress, processes and results, and is accountable for achieving desired results. (15%)
    • Serves as escalation point for in-depth investigations pertaining to high risk members, specifically MRBs, or upon identification of red flags that require management involvement. (10%)
    • Participate on projects to implement process or product changes that affect the MRB program and BSA department overall. (5%)
    • Maintain industry knowledge of BSA/AML and banking MRBs including current trends. Stay abreast of industry best practices to facilitate process improvements or risk mitigation efforts. (5%)

    Required Skills

    The BSA Assistant Manager must possess expert knowledge of BSA/AML compliance laws and regulations, federal and state credit union laws and regulations, as well as operating areas, functions, and products of WPCU. The following are also preferred:

    • A Bachelor’s degree in a business discipline;
    • At least 5 years’ experience in a depository financial institution with at least 3 years’ experience in a compliance role;
    • Previous experience leading a team or previous management experience preferred.
    • Completion of annual education/training in BSA compliance; and
    • Excellent written and verbal communication skills.
    • ACAMS certification or equivalent.
