Change Order Engineer – NYCDEP Projects 📍 Location: New York, NY (In-Person) 🕒 Job Type: Full-Time 💲 Compensation: Competitive (based on experience)
Position Summary
We are seeking an experienced Change Order Engineer with deep expertise in the NYCDEP Bureau of Engineering Design and Construction (BEDC) change order process. In this role, you will lead cost evaluation, technical analysis, and negotiations for complex infrastructure projects across New York City.
You will serve as a critical link between engineering design and project financials—ensuring all change orders are accurate, justified, and fully compliant with NYCDEP standards.
Key Responsibilities
Cost Estimation & Analysis: Prepare detailed independent cost estimates, including quantity take-offs, vendor pricing validation, and benchmarking against historical data
Change Order Management: Oversee the full lifecycle of change orders—from initial review through negotiation, approval, and audit closeout
Negotiation Leadership: Lead cost negotiations with contractors to achieve fair and defensible agreements
Documentation & Compliance: Develop Authorized Cost Breakdown Summaries, Negotiation Memoranda, and formal responses to Office of Engineering Audits (OEA)
Contract Review: Evaluate contractor proposals, Time & Material (T&M) records, and supporting documentation for accuracy and contract compliance
Claims & Impact Analysis: Support the quantification of financial impacts related to delays, inefficiencies, and scope changes
Forecasting & Budget Support: Develop probable cost estimates for anticipated change orders to support project budgeting and planning
Required Qualifications
NYCDEP Experience: Minimum 5 years of direct experience with NYCDEP BEDC capital project change order processes
Education: Bachelor’s degree in Engineering, Construction Management, Finance, Business Analytics, or related field
Technical Skills: Advanced proficiency in Sage (Timberline), Bluebeam, and Microsoft Office Suite
Discipline Expertise: Strong estimating background across general construction, heavy civil, mechanical, electrical, and instrumentation & controls (I&C)
Communication: Exceptional written and verbal communication skills, with the ability to prepare audit-ready and contractual documentation
Technical Literacy: Ability to interpret complex civil, MEP, and water/wastewater treatment system designs
