Job Description
The Chief Estimator & Business Developer plays a dual strategic role: leading the estimating function to ensure accurate, competitive bids, and driving business growth through strong relationships and proactive opportunity development. Clean bids and profitable new work are critical to building the right pipeline and setting operations up for seamless execution.
Responsibilities
Lead the estimating function, including bid strategy, takeoffs, pricing, and submission for civil site and hardscape projects
Mentor, develop, and manage the Estimating Team (Estimator, Estimator Intern)
Review and ensure completeness and competitiveness of all bids, avoiding placeholders or vague scope
Develop and maintain strong relationships with clients, landscape architects, engineers, subs, and suppliers
Partner with leadership on go/no-go bid decisions and project pursuit strategy
Identify and pursue new business opportunities, strategic partnerships, and market segments
Represent the company at networking events, meetings, and industry conferences
Maintain an organized archive of past bids, pricing assumptions, and bid outcomes for future use
Guide a smooth and informed transition from estimating to operations, including active participation in the handoff process
Qualifications
Expert-level understanding of civil site and hardscape construction scopes and methods
Strong communicator and relationship-builder with clients, GCs, landscape architects, engineers, and suppliers
Strategic thinker with a sharp eye for margin, competitiveness, and risk
Self-directed, proactive, and energized by both business growth and technical detail
Confident leader who enjoys coaching others and setting standards
Able to balance multiple bid timelines while staying organized and responsive
Measurable Metrics/ Problems to Solve:
Bid win rate per quarter and year
% of projects that require no clarifications or rework after handoff
Accuracy of estimating vs. actual job cost
Volume of new work generated from business development efforts
Development of a repeatable, scalable estimating process and onboarding plan for new estimators
Creation of a searchable, categorized archive of all past bids
Growth of key client accounts or successful entry into a new market segment
