    THE MORTGAGE COMPLIANCE MANAGER DIRECTS THE CUSO’S REGULATORY COMPLIANCE PROGRAM FOR BOTH MORTGAGE LOAN ORIGINATION AND MORTGAGE LOAN SERVICING.  THE MORTGAGE COMPLIANCE MANAGER WILL OVERSEE HMDA REPORTING, LICENSING ACTIVITIES, THE DEVELOPMENT OF MANAGEMENT PRACTICES, CHANGE MANAGEMENT, AND THE CUSO’S BANK SECRECY ACT / ANTI-MONEY LAUNDERING PROGRAM. FURTHERMORE, THE MORTGAGE COMPLIANCE MANAGER WILL RESPOND TO COMPLAINTS THAT ARE REGULATORY IN NATURE AND ASSIST THE VICE PRESIDENT OF MORTGAGE RISK MANAGEMENT AND DIRECTOR OF QUALITY ASSURANCE WITH OTHER DUTIES AS ASSIGNED. AS A MEMBER OF THE MYCUMORTGAGE RISK MANAGEMENT TEAM, THE MORTGAGE COMPLIANCE MANAGER WILL PLAY AN INTEGRAL ROLE IN ENSURING THE CUSO COMPLIES WITH ALL FEDERAL AND STATE REGULATORY REQUIREMENTS AND INVESTOR GUIDELINES.

    • Manages a team of CUSO Compliance Specialists who collectively provide expert guidance to internal lines of business to assist Partner Credit Unions (PCUs) and their members. Ensure assigned business units are operating efficiently and reliably, are in compliance with applicable laws, regulations, and rules, have appropriate operating controls to mitigate risk, and are performing at a high level. (15%)

    • Coordinates the quarterly review of PCU HMDA data and ensures that raw data files are provided to the PCU’s in a timely manner. Maintains responsibility for annual submission of the myCUmortgage Loan Application Register. (15%)

    • Administers the CUSO’s licensing activities to ensure that myCUmortgage has met all state-specific requirements to originate and/or service loans in the jurisdictions in which we do business. (15%)

    • Oversees the development of management practices that establish the framework through which myCUmortgage can conduct business in a safe, sound, and compliant manner. This includes drafting management practices specific to the CUSO’s compliance function as well as reviewing management practices submitted by other lines of business to ensure they meet regulatory and investor requirements. (15%)

    • Works closely with the Vice President of Mortgage Risk Management and the Director of Quality Assurance on special projects, continued development of the CUSO’s enterprise risk management framework and other duties as assigned. (15%)

    • Directs the following change management functions within the CUSO: (15%)

    • Monitor for regulatory developments and changes to investor guidelines.

    • Effectively summarize and communicate this information to the appropriate line(s) of business.

    • Monitor, test and evaluate compliance with these regulatory developments and changes to investor guidelines.

    • Assists with implementation of the CUSO’s Bank Secrecy Act / Anti-Money Laundering Program. Duties may include but are not limited to development of an annual risk assessment, delivery of staff training and reviewing potentially suspicious activity to determine whether a SAR should be filed. (5%)

    • Reviews complaints that are regulatory in nature to determine any required remediation and/or changes to internal processes and procedures necessary to mitigate future risk. Communicates resolution of complaints as necessary to the appropriate regulatory/supervisory agency. (5%)

    Required Skills

    The Mortgage Compliance Manager must possess the following knowledge and skills:

    • A bachelor’s degree in a legal and/or business discipline is preferred.
    • Prefer at least 6 years of experience in a regulatory compliance role. Prior management experience is preferred but not required.
    • Demonstrated ability to research and interpret federal and state rules, regulations and laws and apply these interpretations to business processes and internal policies.
    • Demonstrated ability to analyze complex situations and solve problems and/or design recommendations to accomplish business and tactical goals.
    • Excellent written and verbal communication skills are a must.
    • Intermediate knowledge of Microsoft Office products.
    • Ability to work under time constraints, within deadlines and be able to prioritize work effectively.
    • The ability to make decisions when necessary to ensure that time-sensitive tasks and projects are kept on track and completed in advance of any applicable deadline.
