    Job Description

    Central Utility Plant Upgrade project: new 1,500-ton chiller and all associated related work, equipment and piping, underground connections from equipment to the cooling towers. Removal of four existing field erected cooling towers. Addition of six new pre-packaged stainless-steel cooling towers, installed on existing and 3 new concrete basins. Work includes the provision of sluice gates as well as the addition of basin sweepers with centrifugal separators for the new cooling tower cells.

    Responsibilities include performing surveillance & inspection of assigned construction projects; reviewing plans & specifications, shop drawings & requests for changes to determine site compatibility, applicability of terrain, soils, feasibility of structure to anticipate problems; performing inspections of construction, deviations from schedules, substitution of materials and resolution of disputes; monitors contractor’s quality control measure and safety practices; prepares reports. Construction scope includes every aspect including civil, structural, mechanical, environmental, landscaping, and electrical construction.

     

    • Conduct daily and special inspections of site work and building construction work; documenting discrepancies, code violations, safety compliance, improper materials, or techniques in the application of materials, and substandard or poor-quality workmanship; monitoring schedules and various aspects of ongoing daily activities to identify and mitigate project slippage and assist in coordinating project activities to accommodate project phasing.

    • Review contractor's submittals, requests for payment, prepare estimates for changes and review contractor change proposals and cost breakdowns, provide written feedback and recommendations to the Senior Resident Engineer, maintain accurate and complete project files.

    • Utilizing Tririga ® and construction contractor’s system for documenting progress, processing requests for information, preparing draft contract modification documents for the senior resident engineer’s use, etc.; maintaining an inventory of materials, supplies and equipment and monitoring the quantity of materials used in the general administration and conduct of office operations.

    • Submit monthly reports indicating work completed, work in progress with estimated completion dates, work scheduled and outstanding work. Recording construction activities and observances in daily logs.

    • Observe work being completed by contractors and sub-contractors for proper installation and application of construction materials and report findings daily to SRE.

    • Note and document daily conditions including environmental conditions that may impact construction safety and EPA and the project environmental assessment (EA) LDEQ environmental compliance and report findings to SRE.

    • Review contractor’s cost breakdown and all submittals on contractor’s proposed equipment and materials; review contractor’s submissions on cost breakdown and cost loading and make recommendations for approval or disapproval

    • Review samples of equipment and materials to be utilized for construction and provide analysis to SRE.

    • Review construction and design schedule as it relates to other duties ensuring compliance with submitted schedule and estimates for schedule changes as construction change orders occur during the project. Report the schedule status and any schedule discrepancies to the SRE weekly.

    • Review and develop cost estimates on a need basis

  • Qualifications

    Qualifications

    ·         10+ years hands on construction and construction QA experience on large scale projects to include: General civil work including roadwork and utilities, Complex Mechanical Electrical Plumbing (MEP) Systems, Structural including structural steel, concrete, foundations and soils

    ·         5+ years exp with Medical Center/ Hospital building construction

    ·         Must be familiar with 3 phase inspections, P6 CPM schedules and safety programs such as OSHA and EM 385.

    ·         Knowledge of relevant building codes, standards and regulations

    ·         Working proficiency on MS Office applications

    ·         Strong organization and time management skills

    ·         Previous experience with federal projects preferred

    ·         Excellent verbal and written communication skills. Proficiency to read, speak and write the English language
