    Job Description

    NOTE: THIS IS A GRANT FUNDED POSITION AND IS CURRENTLY APPROVED AS A ONE (2) YEAR ASSIGNMENT. IF ADDITIONAL FUNDING IS OBTAINED WHICH WOULD EXTEND THE GRANT BEYOND ONE (2) YEAR, EMPLOYMENT FOR THIS POSITION MAY ALSO BE EXTENDED. EMPLOYMENT AT THE CITY OF CHARLESTON IS CONSIDERED TO BE AT WILL AND MAY BE TERMINATED BY YOU OR THE CITY AT ANY TIME, REGARDLESS OF THE GRANT END DATE.

    SUMMARY:

    The City of Charleston's Coordinated Addiction Response Effort (CARE) is an initiative launched in 2019 by the Mayor's Office to coordinate, enhance, and expand efforts to address the impact of substance use disorder (SUD) on individuals, families, and communities in Charleston, West Virginia. The CARE team has grown to include homeless outreach and mental health as well. CARE works closely with organizations across the City to reduce the number of overdoses, overdose deaths, and individuals in active addiction and to prevent initial substance use. CARE engages key stakeholders to increase the availability of high-quality treatment options and reduce barriers to accessing treatment, expand outreach and offer support services to individuals actively using substances as well as family members and peers of those facing SUD. CARE has a goal of creating an engaging and caring community to reduce the impact of substance use disorder on future generations.

    The City of Charleston's Quick Response Team (QRT) plays an important role in expanding outreach to individuals in active addiction and connecting family members and peers of those facing SUD to support services. The QRT program in the City of Charleston offers a compassionate response to those who have suffered from an overdose and anyone who needs help with SUD. Charleston's QRT visits individuals at their homes within 72 hours of an overdose. The QRT team includes an EMS provider from the City's Fire Department, a Charleston Police Officer, and a trained recovery coach.

    WORK HOURS:

    The general work hours/schedule for this position may normally be 9:00 a.m. to 5:00 p.m., Monday through Friday. In addition, this position may also work additional and/or other hours, including nights, weekends and/or holidays as may be necessary, required or requested.

    ESSENTIAL DUTIES:

    The QRT Project Coordinator will be a member of the CARE office and will be responsible for coordinating the QRT's daily work, tracking data, improving the QRT's operations, and expanding the City's outreach efforts. The QRT Coordinator will work closely with the CARE Director, Charleston Police Department, Charleston Fire Department, Homeless Outreach Coordinator, and Mental Health Coordinator.

    ADDITIONAL DEPARTMENT, DIVISION OR WORK UNIT DUTIES:

    Use Cordata and/or other software system to record client information and QRT data.

    Track key success indicators for the QRT and compile monthly reports.

    Accompany the QRT on outreach visits on a regular basis and participate in other outreach efforts with the CARE Office, Charleston Police Department, and Fire Department.

    Meet with providers in the Charleston area to expand QRT partnerships and resources.

    Support individuals directly through the QRT cell phone number.

    Maintain the QRT schedule for police officers, recovery coaches, and EMS workers.

    Work with the Charleston Police Department and Fire Department and other stakeholders to explore opportunities to expand outreach efforts.

    Use data collected to identify opportunities and improve QRT operations.

    Compile information and data for grant-related monthly, quarterly, and/or yearly reports.

    Develop, follow, and/or amend standard operating procedure for the QRT team and train new members.

    Other duties as assigned by the Mayor's CARE Office.

    EDUCATION / EXPERIENCE:

    Two (2) or more years of program management experience preferred.

    Professional, educational, or lived experience with substance use disorder preferred.

    Certifications / Licenses: Valid WV Driver's License
