The purpose of this position is to provide administrative support duties to the Housing Choice Voucher Program (including any special voucher programs) in accordance with the City of Concord Housing Department’s Administrative Plan and procedures, HUD, federal, state, and local regulations.
Essential Duties and Responsibilities:
- Assists applicants and participants in the completion of applications, forms, and the collection of required documents for the Housing Choice Vouchers (HCV), Project Based Vouchers (PBV), and other special voucher programs.
- Maintains waiting lists for programs administered by the agency and ensures updated applicant information.
- Processes applications to determine initial and continued eligibility of applicants and participants in accordance with Housing and Urban Development (HUD) rules and regulations.
- Conducts briefings and interviews applicants on a scheduled basis to explain the HCV program and eligibility requirements.
- Issues vouchers to eligible applicants, incoming and outgoing portable applicants/participants, and applicants for special voucher programs.
- Processes Request for Tenancy Approval packages.
- Completes lease up process by reviewing leases, collecting documents, and executing HAP contracts.
- Schedules and conducts interviews for annual and interim client re-examinations, participants requesting to transfer or utilize incoming/outgoing portability, and special voucher program participants.
- Collects required information and verifications to calculate rental subsidy and sends notices of rent adjustment.
- Ensures applicant and participant files contain required documentation and enters information into electronic databases in a timely manner.
- Examines and resolves income discrepancies as necessary.
- Assists with the scheduling, tracking, and completion of initial, annual, biannual, and other inspections as needed.
- Assists with monthly Housing Assistance Payments (HAP) processing and reconciliations.
- Conducts audit of applicant and participant files for program compliance.
- Completes the purging of the waiting list(s) according to schedule in Administrative Plan.
- Responds to inquiries from applicants, participants, owner/agents, and others and explains program operation, policies, and procedures.
- Compiles reports for tracking of management indicators, performance measures, and program compliance.
- Ensures privacy and confidentiality of all information and documents received.

Licensing and Certifications :
- Valid North Carolina Driver’s License;
- Possession of or ability to obtain Housing Choice Vouchers (HCV) Specialist Certification within 12 months of hire. Failure to obtain within 12 months of hire may result in termination.
- Possession or ability to obtain HCV Rent Calculation Certification within 12 months of hire. Failure to obtain within 12 months of hire may result in termination.

Working Conditions / Physical Requirements:

Required Experience
High school diploma or equivalent and at least six-months of advanced study from an accredited college or university, with at least (1) one year of relevant experience; or the City may consider an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
