    Parking Enforcement Officer - Police Department

    Under general supervision, enforces City of Elkins, WV parking rules and regulations. Work involves interpreting City Codes/Ordinances; Notices of Citations and Municipal Court summonses, monitoring parking meters and issuing parking violation tickets; and performing related work as assigned. Reports to the Police Sergeant. Employment remains at will at all times. Minimum starting pay is $14.03 hr. depending upon skills and experience.

    ** Essential Job Functions:**

    • Patrols City streets to identify parking violations; monitors and collects money from meters; prepares parking tickets and collects payments from courtesy boxes; prepares and issues receipts; prepares summonses for overdue payments; prepares complaints and warrants as necessary for non-payment of fines due; researches vehicle ownership as necessary.

    • Patrol an assigned area by vehicle or on foot to ensure public compliance with existing parking ordinance.

    • Maintain close communication with dispatching personnel, using two-way radios or cellular phones. Relays important information about incidents or emergencies via two-way radio or cellular phone to Police Department Dispatch.

    • Writes warnings and citations for illegally parked vehicles. Issues warnings or Citations.

    • Mark tires of parked vehicles with chalk and record time of marking, and return at regular intervals to ensure that parking time limits are not exceeded.

    • Train temporary staff in proper work procedures.

    • Identify vehicles in violation of Parking Codes, checking with Police Dispatcher when necessary to conform identities or determine whether vehicles need towed.

    • Observe and report hazardous conditions such as missing traffic signals or signs, and street markings that need to be replaced or repainted.

    • Perform simple vehicle maintenance procedures such as checking oil and gas, and report mechanical problems to supervisors.

    • Enter and retrieve information pertaining to vehicle registration, identification and status using computerizes data base.

    • Prepare and maintain required records, including logs of parking enforcement activities and records of contested citations.

    • Collect coins deposited in meters.

    • Maintain assigned equipment and supplies such as citation books, rain gear, tire marking chalk and street cones.

    • Inform Public about Policies, Services or Procedures.

    • Appear in Municipal Court at Hearings regarding contested Traffic citations.

    • Locate lost, stolen and counterfeit parking permits, and take necessary enforcement action.

    • Make arrangements for illegally parked vehicles or abandoned vehicles to be towed, and direct tow-truck drivers to the correct vehicles.

    • Perform traffic control duties such as setting up barricades and temporary signs, placing bags on meters to limit use, or directing Traffic.

    • Provides assistance to Motorists needing help with problems, such as direction, flat tires, keys locked in cars, or dead battery.

    • Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility.

    • Receives and/or reviews various records and reports such as parking tickets.

    • Operates a variety of equipment such as a vehicle, desktop computer, laptop computer, copier, shredder, fax machine, calculator, telephone, etc.

    • Uses tickets and general office supplies and various word and data processing software programs.

    • Interacts and communicates with various groups and individuals such as the Police Chief, Mayor, Enforcement Agency staff and officials, co-workers and the general public.

    • Attends training, conferences, meetings, etc., to enhance job knowledge and skills and maintain certifications.

    • Remove illegal Hand Bills where posted.

    ** Minimum Training and Experience : **Requires a high school diploma or GED equivalent. Must have a valid West Virginia driver’s license.

    ** Physical Requirements** : Must be physically able to operate an automobile, hand tools, and automated office machines including a computer, telephone, and general office equipment. Requires light-to-medium work that involves walking or standing, or considerable skill, adeptness and speed in the use of fingers, hands or limbs in tasks involving close tolerances or limits of accuracy
