    Job Description

    Under the general direction of the Parks, Recreation, and Aquatics Director plan, organize, and oversee the day-to-day operations and maintenance functions of the Parks, Facilities and Custodial divisions of the department.  This includes the maintenance of buildings, grounds, parks, open spaces, Aquatic Center, Community Center, Dacca Barn, and other recreation facilities. Manage and supervise parks maintenance workers and groundskeepers, community volunteers and service workers, contractors and temporary employees as required. Work in conjunction with the City Jobs Program participants. Perform a variety of associated duties related to planning, coordination, and day-to-day supervision of park-related projects.   This position reports directly to the Parks, Recreation, and Aquatics Assistant Director.   This position will be expected to work one irregular shift per month to oversee the weekend and/or graveyard crew.

     ESSENTIAL DUTIES:

    • Manage a crew who performs a variety of duties within the Parks, Trails and Recreational Facilities
    • Perform a variety of technical duties focused on  the operation and maintenance of City Parks, Open Spaces, Recreational Facilities and Trails
    • Implement a park, open space and facilities maintenance management system
    • Develop and enforce park maintenance and operating procedures and methods consistent with City and Departmental policies and procedures
    • Supervise the maintenance and upkeep of all park landscape areas, cleaning and maintenance of restrooms and support overall maintenance program; oversee the maintenance of irrigation systems and the repair and installation of irrigation equipment
    • Supervise all aspects of a comprehensive turf maintenance and mowing program on all City park and open space properties the PRA Department oversees
    • Keep abreast of and implement new technical advancements in the field of grounds and landscape maintenance, horticulture and irrigation systems
    • Supervise and coordinate athletic field maintenance and preparation. Coordinate with Recreation Division staff the usage and maintenance schedules of athletic fields and facilities.
    • Safely operate a variety of park maintenance vehicles and equipment as needed to support overall parks and facilities maintenance program
    • Communicate official plans, policies and procedures to staff and the general public in assigned area of responsibility. Attend assigned meetings, trainings and conferences.
    • Provide information as requested by supervisor; assist with presentations to management, city council, boards, commissions, civic groups and the general public as required.
    • Assure that assigned areas of responsibility are performed safely; within budget; monitor expenditures in assigned area to assure sound fiscal control; assist in preparing annual budget requests; assure effective and efficient use of budgeted funds, personnel, materials, facilities and time.
    • Assign, supervise and evaluate park maintenance workers, seasonal employees, volunteers or community service workers.  Provide hiring and disciplinary recommendations.
    • Provide necessary supervision, direction, and assistance to crews at work sites. Enforce policies, regulations, and safety and health standards.
    • Prepare daily work schedules and assign tasks to subordinate staff. Ensure that   maintenance personnel are properly trained and updated in proper horticultural practices, safety, and regulatory issues
    • Perform or assist subordinates in performing duties; address concerns and complaints
    • Determine, calculate and secure the appropriate materials and supplies for specific projects as well as regular maintenance program
    • Serve as liaison for Parks Advisory Board on as needed basis
    • Inspect park and open space services provided by contractors or vendors for compliance with safety and performance standards. Provide input to new project design reviews and construction inspections
    • Develop and manage a community involvement program which promotes and involves residents and businesses in the community as volunteers to enhance park maintenance operations.
    • Assist Director with budget development including projecting needs for equipment, materials and supplies, and assist in the preparation of specifications, estimates, and bids for machinery, equipment, and contractor services
    • Assure that tools and equipment are properly maintained and kept in proper working condition
    • Prepare a variety of reports and related information as requested
    • Prepare and maintain daily, monthly, and annual reports and records, as assigned
    • Respond to public inquiries; provide information within scope of knowledge and position
    • Assist in preparing facilities and provide support for various park and recreation programs and events
    • Facilitate a harmonious, cooperative, safe and supportive work environment and resolve complaints and disputes in a fair and timely manner
    • Perform related duties as assigned
  • Qualifications

    Qualifications

    REQUIRED QUALIFICATIONS, EDUCATION AND EXPERIENCE:

    • The incumbent may possess any combination of relevant education and experience, which would demonstrate the individual's knowledge, skill and ability to perform the essential duties and responsibilities listed above.

    • Any combination equivalent to: five years’ experience in grounds maintenance and repair work, at least two of which have been directly related to a municipal park system or similar parks and/or grounds system utilized by the public to include educational campuses, state or federal facilities or similar parks and/or grounds system, AND one year of leadership experience. Valid First Aid and CPR Certificate issued by an authorized agency within 6 months of hire.

     

    DESIRED QUALIFICATIONS, EDUCATION AND EXPERIENCE:

    In addition, any combination equivalent to:

    • Bachelor’s degree in Landscape Architecture, Horticulture, Environmental Engineering, Parks and Recreation Management, or related field; and

    • Two (2) years of planning/management of capital facilities improvement projects, with experience in construction contract administration or small works construction OR

    • One (1) year of public sector experience is desirable

    • Aquatic Facility Operator experience is a plus.

     

    LICENSES AND OTHER REQUIREMENTS:

    • Valid Washington State driver’s license.

    • Valid Herbicide applicator’s license, or the ability to obtain within one (1) year of employment

    • National Playground Safety Institute (NPSI) Inspector Certification within one (1) year of employment
