    Accounting Technician

    POSITION DETAILS

    Salary: Effective March 29, 2021 - Grade 12: $19.19 to $28.79/hour. 

    Status: Non-Exempt/Full-Time

    Department:  Finance/Utility Billing

    JOB SUMMARY

    • This position is responsible for providing technical and customer service support for the city’s Utility Billing and Finance Departments. An incumbent in this position may be designated “Senior Accounting Technician.”

    MAJOR DUTIES

    • Completes city-wide utility billing; reviews and verifies accuracy prior to printing and mailing of statements; responds to public inquiries by phone and in person.

    • Verifies, balances, and completes daily bank deposits; counts and balances cash register daily.

    • Processes accounts receivable statements; collects and receipts payments.

    • Completes and verifies city-wide department deposits.

    • Processes daily payments for utility billing.

    • Verifies and enters receipts into the financial system.

    • Provides banks with recurring payment files on a monthly basis; uploads and processes payments in the utility billing system.

    • Completes month-end processes for the utility billing department; prepares related reports.

    • Monitors delinquent utility billing accounts and processes delinquent notices; completes utility shut-offs on a monthly basis.

    • Begins, monitors, and completes transfers of service orders and meter exchange service orders as related to utility billing.

    • Compiles and manages department credit card receipts; reconciles daily balance spreadsheet to ensure are credit card payments are recorded.

    • Provides accurate special assessment information.

    • Complies with and manage PCI compliance for credit card process for all departments.

    • Performs related duties.

    KNOWLEDGE REQUIRED BY THE POSITION

    • Knowledge of basic accounting practices.

    • Knowledge of modern office practices and procedures.

    • Knowledge of computers and job-related software programs.

    • Knowledge of city utility billing policies and procedures.

    • Knowledge of customer service principles.

    • Knowledge of relevant city ordinances and city and department policies and procedures.

    • Skill in problem solving.

    • Skill in prioritizing and planning.

    • Skill in interpersonal relations.

    • Skill in oral and written communication.

    PHYSICAL DEMANDS/ WORK ENVIRONMENT

    • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee frequently lifts light objects.

    • The work is typically performed in an office.

    MINIMUM QUALIFICATIONS

    • Knowledge and level of competency commonly associated with the completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.

    • Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.

    SENIOR ACCOUNTING TECHNICIAN

    • Knowledge and level of competency commonly associated with an associate degree in accounting. A baccalaureate degree is preferred.

    • Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with having had a similar position for two years.
