    Firefighter (Part-time) - Grade 16

    POSITION DETAILS

    Salary: $23.39/hour

    (Grade 17 at $24.57/hour with Valid National Registry EMT Certification)

    Status: Non-Exempt/Part-time (Averages 2 hours/week)

    1. DESCRIPTION OF WORK

     

    • 1.1. General Statement of Duties: Performs firefighting work in preventing, combating, and extinguishing fires, in answering emergency calls, and in operating and maintaining fire department equipment, apparatus and quarters.  The work involves duties of protecting life and property through the performance of firefighting and rescue activities under general training and certification procedures.  Incumbents are required to learn and participate in the operation of apparatus and in the performance of hazardous tasks under emergency conditions.  These conditions may require strenuous exertion under such handicaps as fire, heat, smoke, and cramped and hazardous surroundings.  Although rescue and firefighting work are the most difficult and responsible areas of work, a significant portion of time may be spent practicing drills, studying methods and techniques, performing routine station duties in the care and maintenance of fire department property and equipment, public education duties, and performing other municipal duties.   
    • 1.2. Supervision Received: The Fire Captain assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
    • 1.3. Supervision Exercised: None
    1. EXAMPLES OF WORK
    • 2.1. Performs rescue activities, including vehicle extraction, water rescue, and trench rescue.
    • 2.2. Provides emergency medical care, including CPR, assisted respirations, external defibrillation, patient immobilization, and bleeding control; lifts, carries, and moves patients down stairways and for long distances.
    • 2.3. Responds to hazardous materials incidents, such as gas leaks, spills, carbon monoxide, and other chemical incidents.
    • 2.4. Attends classes and training sessions to improve firefighting and emergency medical skills.
    • 2.5. Responds to other emergency calls such as special rescue and mutual aid requests.
    • 2.6. Performs general maintenance and repair duties; changes oil in apparatus and powered equipment; checks trucks daily; performs equipment and station maintenance; tests and inspects equipment, including hose, truck, self-contained breathing apparatus, turnout gear, hand and power tools, saws, and fans; cleans station and equipment.
    • 2.7. Writes reports regarding fire alarms, medical calls, carbon monoxide alarms, and of faulty detectors. 
    • 2.8. Performs other duties of a comparable level/type as required.
    1. MINIMUM QUALIFICATIONS
    • 3.1. Education and Experience: 
    • 3.1.1. High School Graduation or GED 
    • 3.1.2. Valid Driver’s License

     

    3.2. Required Knowledge, Skills and Abilities:

    • 3.2.1. Knowledge of the incident command system
    • 3.2.2. Knowledge of modern firefighting practices and procedures
    • 3.2.3. Knowledge of modern emergency medical practices and procedures
    • 3.2.4. Knowledge of modern forms of fire apparatus and equipment
    • 3.2.5. Skill in the use of a variety of fire suppression and emergency rescue equipment and tools
    • 3.2.6. Skill in the use of computers and related software programs
    • 3.2.7. Ability to pass Firefighter physical fitness test

    With Valid National Registry EMT Certification:

    • 3.2.8. Skill in the provision of emergency medical care
    • 3.2.9. Ability to successfully complete an approved Fire Fighter training program resulting in the completion of Firefighter I & II Certification
    1. The physical activities of this position are:
    • 4.1. Reaching:  Extending hand(s) and arm(s) in any direction.
    • 4.2. Standing: Particularly for sustained periods of time.
    • 4.3. Walking:  Moving about on foot to accomplish tasks, particularly for long distances.
    • 4.4. Talking:  Expressing or exchanging ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
    • 4.5. Hearing:  Perceiving the nature of sound with no more than a 40 db loss @ 500 Hz, 1,000 Hz and 2,000 Hz with or without correction. Ability to receive detailed information through oral communication, and to make fine discriminations in sound, such as when making the fine adjustments on machined parts.
    • 4.6. Floor to Waist lift:  up to 100 pounds lifting persons or hose/equipment; 30 – 50 pounds lifting hoses/equipment 
    • 4.7. Waist to overhead lift:   30 – 50 pounds lifting hose, ladders, equipment 
    • 4.8. Horizontal lift:  up to 100 pounds lifting persons or hose/equipment; 30 – 50 pounds lifting hose/equipment 
    • 4.9. Elevated work/reach light reaching to access manuals and resource material while sitting, 10 to 75 pounds while handling tools (saws, ax, extrication equipment) in up to 30 minute increments. 
    • 4.10. Forward bending/sitting: generally at desk/work station
    • 4.11. Rotation sitting:  generally at desk/work station
    • 4.12. Crawl:  performing CPR, working under head and smoke, equipment work and maintenance; 0 to 5 times per day in up to 30-minute increments
    • 4.13. Kneel/Crouch/Squat:  working under heat and smoke, monitoring hose line, working with and lifting persons; 1 to 5 times per day in up to 20 minute increments 
    • 4.14. Sitting tolerance:  average 5 hours per day, generally able to change position as needed (driving, doing computer and paperwork) 
    • 4.15. Standing: 2 to 12 hours in up to 120-minute blocks, change of position generally allowed
    • 4.16. Walking tolerance:  average 2 to 3 miles per day in up to 350 foot increments (one city block) while doing inspections and pre-planning
    • 4.17. Stair climbing:  Stairs in station, on emergency and during inspections 
    • 4.18. Step ladder climbing:  8 to 102 feet, less than one time per day
    • 4.19. Vertical ladder climbing:  during inspections and training
    • 4.20. Balance:  working on uneven surfaces, unprotected heights, ladders ice 
    • 4.21. Hand dexterity/coordination:  gripping, pinching, handling tools and equipment including computer; may do sustained gripped up to 45 minutes while working hand line

     

    1. The physical requirements of this position are:
    • 5.1. Examples of Essential Job Tasks of this position as defined in NFPA 1582 2013 Edition: *While wearing personal protective ensembles and self-contained breathing apparatus(SCBA) performing firefighter tasks (e.g., hose line operations, extensive crawling, lifting and carrying heavy objects, ventilating roofs or walls using power or hand tools, forcible entry) rescue operations, and other emergency response actions under stressful conditions including working in extremely hot or cold environments for prolonged time periods
    • 5.2. Wearing an SCBA, which includes a demand valve-type positive-pressure face piece or HEPA filter masks, which requires the ability to tolerate increased respiratory workloads
    • 5.3. Exposure to toxic fumes, irritants, particulates, biological (infectious) and non- biological hazards, and/or heated gases, despite the use of personal protective ensembles and SCBA
    • 5.4. Depending on the local jurisdiction, climbing six or more flights of stairs while wearing a fire protective ensemble, including SCBA, weighing at least 50 lb (22.6 kg) or more carrying equipment/tools weighing an additional 20 to 40 lb (0 to 18 kg)
    • 5.5. Wearing a fire protective ensemble, including SCBA, that is encapsulating and insulated, which will result in significant fluid loss that frequently progresses to clinical dehydration and can elevate core temperature to levels exceeding 102.0 ° F (39° C)
    • 5.6. While wearing personal protective ensembles and SCBA, searching, finding and rescue- dragging or carrying victims ranging from newborns to adults weighing over 200 lb (90kg) to safety despite hazardous conditions and low visibility.
    • 5.7. While wearing personal protective ensembles and SCBA, advancing water-filled hose lines up to 2 ½ in, (65 mm) in diameter from fire apparatus to occupancy (approximately 150 ft (50 m) which can involve negotiating multiple flights of stairs, ladders and other obstacles
    • 5.8. While wearing personal protective ensembles and SCBA, climbing ladders, operating from heights, walking or crawling in the dark along narrow and uneven surfaces that might be wet or icy, and operating in proximity to electrical power lines or other hazards
    • 5.9. Unpredictable emergency requirements for prolonged periods of extreme physical exertion without benefit of warm-up, scheduled rest periods, meals, access to medication(s), or hydration
    • 5.10. Operating fire apparatus or other vehicles in an emergency mode with emergency lights and sirens
    • 5.11. Critical time-sensitive, complex problem solving during physical exertion in stressful, hazardous environments, including hot, dark, tightly enclosed spaces, that is further aggravated by fatigue, flashing lights, sirens, and other distractions
    • 5.12. Ability to communicate (give and comprehend verbal orders) while wearing personal protective ensembles and SCBA under conditions of high background noise, poor visibility, and drenching from hose lines and/or fixed protection systems (sprinklers)
    • 5.13. Functioning as an integral component of a team, where sudden incapacitation of a member can result in mission failure or in risk of injury or death to civilians or other team members
    1. The conditions the worker will be subject to in this position are:
    • 6.1. The worker is subject to both environmental conditions: Activities occur inside and outside. The work requires the use of protective devices such as hard hats, masks, goggles, and gloves.  
    • 6.2. The worker is subject to extreme cold: Temperatures below 32 degrees for periods of more than one hour.
    • 6.3. The worker is subject to extreme heat: Temperatures above 100 degrees for periods of more than one hour.
    • 6.4. The worker is subject to noise:  There is sufficient noise to cause the worker to shout in order to be heard above the ambient noise level.
    • 6.5. The worker is subject to hazards associated with fire and other emergency scenes:  Includes a variety of physical conditions, such as proximity to moving mechanical parts, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals, human waste or other body fluids.
