General Purpose
Performs a variety of professional and technical law enforcement duties related to the investigation of all types of criminal incidents. Oversees data, information and case management of domestic violence incidents investigated by the Moab Police Department. Responds to situations involving threats to public safety and makes emergency decisions involving the lives and health of others, including in circumstances and times when personal life or safety may be at risk. Investigates and resolves assigned cases. Makes criminal arrests, coordinates investigative activities with prosecuting attorneys and other Federal, state, and local agencies.
Reporting Relationships
Supervision Received: The Domestic Violence Detective reports to the Investigation Sergeant who will provide general police supervision to ensure all work and activity is conducted in a thorough, complete and professional manner.
Supervision Exercised: The Domestic Violence Detective may provide close to general supervision to subordinate officers while in training or on a case-by-case basis.
Essential Function
Performs duties that put life and/or personal safety at risk; performs duties that actively prevent or detect crime and enforce criminal statutes or ordinances of the state of Utah; responds to situations involving threats to public safety, makes emergency decisions affecting the lives and health of others; performs various duties consistent with ensuring and providing community protection.
Reviews and investigates domestic violence cases with the goal of assisting the arresting officer to provide the City or County Prosecutor with thorough, complete and professional information relevant to the case; ensures lethality assessment protocols (LAP) are conducted on every case; ensures victim services are coordinated for victims of crime; also reviews and investigates elder abuse and fraud, custodial interference, and stalking.
Maintains enhanced level of knowledge and training related to domestic violence investigation, updated statutes, and services available to victims; maintains and nurtures relationships with community organizations who provide aid to domestic violence victims; remains knowledgeable of federal, state, and local resources available to victims.
Conducts follow-up investigation including interviewing the alleged offender(s); conducts additional/initial interviews of the victim and witnesses; collects and reviews physical evidence; obtains 911 recordings, jail phone records and relevant medical records; obtains information on past criminal and domestic abuse history; and obtains follow-up photographs of the victim's injuries as needed.
Participates in meetings and/or task forces with other agencies; gathers information and evidence relevant to the investigation of domestic abuse cases from other area and state agencies.
Develops and presents training on domestic violence response and investigative techniques, including implementing a trauma informed response; may attend community group meetings to educate the community; presents a professional image in both appearance and demeanor.
Collaborates with the Victim Assistance Unit to ensure delivery of victim services, protective orders and/or stalking injunctions, and case updates to include court dates.
Prepares a variety of detailed and accurate records and reports, including supplemental investigation, background investigation, and statistical reports; maintains case files; reviews case files for potential leads and solvability factors.
Provides case information to prosecutors, attorneys, other law enforcement officers, and outside agencies as requested.
Remains available for call-out at all hours of the day or night, weekends, and holidays, as assigned.
Operates police vehicle and other department equipment in a manner that will maximize its life span and provide the utmost safety for the officer and the public; maintains visible presence to deter and prevent crime.
Attends all minimum and assigned training and instructional meetings; keeps informed of current law enforcement practices, procedures, and trends.
May perform patrol duties such as answering calls, investigating traffic accidents, patrolling the city to deter crimes and traffic violations, handling domestic disputes, and other misdemeanor and felony calls.
Provides information and data to administration, city leaders and the community related to domestic violence.
Performs other related duties as assigned.
Minimum Qualifications
Education and Experience
• High School graduate or equivalent; AND
• Minimum rank of Police Officer; AND
• Four (4) years of full-time experience as a Police Officer; OR
• An equivalent combination of education and experience.
Required Knowledge, Skills, and Abilities
• Thorough knowledge of Police Department policies and procedures, above average knowledge of State law and City ordinances, standard law enforcement practices and procedures.
• Skill in computers, appropriate use of firearms and other standard law enforcement tools, problem-solving, conflict mediation.
• Above average skill in report writing, with demonstrated attention to detail, proper use of grammar and punctuation, and ability to navigate Department records management system effectively.
• Ability to establish effective and courteous working relationships with fellow officers, the public and other agencies; ability to act with tact and impartiality; ability to communicate clearly and concisely both orally and in writing; ability to perform work requiring good physical condition.
• Demonstrated leadership, above average productivity, exceptional work ethic and proven ability to work independently as well as in a team environment.
• Preference may be given to candidates with prior experience as a Detective, specifically with experience with special victims
Special Qualifications (Licenses, Certifications, etc.)
• Upon employment, must possess a valid Utah driver's license; Utah P.O.S.T. Certification, and Firearms Certification.
• Must possess Utah P.O.S.T. Instructor Development certification, or similar certification issued by other states and/or organizations.
• Must successfully complete a department approved basic detective/investigations training course within twelve (12) months of transfer to the Investigations Division, i.e., Public Agency Training Council (PATC) Detective and New Criminal Investigator class.
• Must successfully complete a department approved Interview and Interrogation training course within twelve (12) months of transfer to the Investigations Division, i.e. The Reid Technique of Interviewing and Interrogation.
• Must successfully complete the Utah Attorney General's Forensic Interview Training within twelve (12) months of transfer to the Investigations Division.
Work Environment and Physical Demands
• Moderately heavy physical activity. Required to push, pull, or lift medium heavy weights. Difficult working positions. Must stand, walk, or sit uncomfortably for extended periods. Moderate exposure to elements such as heat, cold dampness, fumes, noise, dust, or grease. Exposure to hostile, life-threatening situations. May be required to use physical force to include deadly force in course of assigned duties.
• Considerable exposure to stressful situations as a result of human behavior. In field operations, exposure to stress, traumatic events and other occupational hazards is of considerable magnitude.
• Considerable and repeated exposure to vicarious trauma as a result of human behavior, including felonious crimes against children, elderly, and disadvantaged members of the community.
• Required to work irregular hours in addition to regularly scheduled shift on an as needed basis.
• Talking, hearing, and seeing are essential to performing job requirements. Common eye, hand and finger dexterity is required for most essential functions.

Selection Guidelines
Formal application; review of training and experience; interview with hiring authority; physical fitness test; background investigation. Successful completion of a pre-employment drug test and psychological evaluation.
At the discretion of the Chief of Police, exceptions to the selection process may be allowed for lateral or internal candidates who possess Utah P.O.S.T. Law Enforcement Officer certification or a comparable certification from another state.
