Description The City of Oxnard's Human Resources Department is seeking a Human Resources Analyst I/II with strong technical and customer service skills to be part of the team. The Human Resources Analyst I/II is a generalist position that will support certain assigned departments within the City. As the first point of contact for those departments, the incumbent must have excellent communication, relationship building and organizational skills, the ability to work in a fast-paced environment, and engaged in problem-solving within policy and contract parameters. Incumbents are expected to perform complex, technical and professional level work requiring a high degree of initiative, discernment, oral and written communication skills, critical thinking/analysis, and the ability to successfully manage and de-escalate adverse situations. This position will perform recruiting, employer/employee relations, including performing meet and confer process as well as engaging in the disciplinary process, classification and compensation, and other as-needed duties within a full-service centralized Human Resources Department. DISTINGUISHING CHARACTERISTICS: The Human Resources Analyst I is the entry-level class in the human resources analyst series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine and less complex human resources assignments while learning City policies and procedures. As experience is gained, there is greater independence of action within established guidelines. This classification is flexibly staffed with Human Resources Analyst II. Incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class. The Human Resources Analyst II is the journey level classification in the human resources analyst series in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents perform a full range of complex, technical and administrative human resources or risk management related activities. This classification is distinguished from the next higher classification of Senior Human Resources Analyst in that the latter is responsible for performing the more complex assignments, for providing supervision and has overall program management responsibilities. SUPERVISION RECEIVED/EXERCISED: Receives direction from the Human Resources Director or Assistant Director. May provide supervision to lower level technical and administrative personnel. WORK SCHEDULE: The normal work week is Monday through Thursday 8:00am to 6:00pm and alternating Fridays 8:00am-5:00pm. This position may be required to be available to work additional hours as needed to respond to workload needs. This position is not eligible for overtime pay. Essential Functions Include but are not limited to the following: Labor & Employee Relations * Assists with negotiations with the City's various labor unions; interprets and explains memorandum of understanding, salary resolutions and personnel rules and regulations to Managers and employees. * Assists with grievances, disputes and disciplinary actions; confers with employees and labor representatives; researches facts and past practices; makes recommendations and/or assists with resolution. * Advises supervisors and managers regarding disciplinary matters and processing of employee disciplinary cases to minimize, resolve, or process employee grievances correctly. * Provides information, statistical analyses and assistance for meet and confer sessions. * Evaluates trends, practices and patterns in employee and labor relations; analyzes data; prepares reports and documentation; recommends modifications to programs, policies and procedures; maintains accurate information, documentation and records. * Develops and maintains communications with labor organization representatives. * Interprets administrative policies and procedures; responds to requests for information and assistance from employees, management, outside agencies and the public. * Coordinates with, and advises supervisors and managers regarding the interpretation and application of terms and conditions of Memorandums of Understanding, Agreements, and ordinances dealing with employee/labor relations to ensure consistent administration and compliance with relevant labor and employment laws, policies, and labor agreements. * Investigates complaints of violations to City Policies & Procedures, as well as the various collective bargaining agreements and makes recommendations regarding corrective action, if necessary. Prepares investigative reports. * Assists in the development of City Personnel Policies & Procedures. * Attends and participates in professional group meetings; stays abreast of new trends, legislation and innovations in the field of employee and labor relations and wage and hour laws. * Demonstrates standard principles of collective bargaining, including representation rights, management rights, scope of bargaining, and unfair practices. Recruitment/Selection * Plans, coordinates and participates in the City's recruitment and selection process. * Reviews and develops recruitment plans with department representatives; Partners with hiring manager to determine staffing needs and selection criteria; makes decisions based on the needs of the City and departments; verifies approved vacancies and obtains authority to fill vacancies. * Prepares job announcements and advertisements. * Makes salary recommendations for hire and delivers employment offers; communicates important employment information during delivery of employment offers (e.g., benefits, compensation, start date). * Manages and maintains candidate application tracking system; prepares, develops and delivers reports and written documentation. * Plans, coordinates, and administers job-related selection procedures, including application reviews, testing, interviews and other techniques; analyzes test results; reviews results of the selection process; ensures all phases of the recruitment and selection process meet applicable rules and regulations. * Compiles, prepares and maintains correspondence, reports and documents related to recruitment and selection. * Provides direction and training on competitive services policies and laws specifically those that govern recruitment, testing, selection and promotion. * Provides timely notifications to candidates at all steps of the selection process; answers questions from candidates and the public about the recruitment process; advise candidates on filling out their application on-line. * Represents the City at job fairs and other outreach recruitment events when time permits. Classification/Compensation * Assists in the maintenance of classification and compensation plans; researches and assembles information for classification and compensation purposes; initiates and responds to salary and benefit surveys and classification studies. * Reviews reclassification requests, reorganization requests, and classification grievances and appeals. * Reviews positions for classification appropriateness, conducts desk audits, prepares reorganization requests, and provides recommendations to managers and supervisors regarding the appropriateness of job classifications. Duties Related to All Areas of Assignment * Develops and maintains an excellent relationships within and external to the City. * Assists in the development of, and administration of human resources related practices, policies and procedures. * Serves as a resource and provide information to the public, other agencies and City staff requiring the use of judgment and the interpretation of a variety of policies, rules and regulations. * Interprets and explains policies and procedures from appropriate sources such as the Administrative Manual, Personnel Rules and Regulations and all MOU's. * Maintains files, records and logs as they pertain to the work assigned; answers telephone and in-person inquiries; prepares periodic and special reports; may make presentations. * Organizes and coordinates special events such as benefits fair, wellness fair, safety events, specialized training on City-wide or department basis. * Provides leadership, assigns and directs the work of support staff in day-to-day projects such as verifications of employment, step increase notifications to departments, requests to fill, securing oral panel members, temporary and volunteer employment packets, and new employee orientation packets. * Monitors work plans to achieve department mission, goals and performance measures. * Monitors personnel actions, including new hires, promotions and other changes; processes required transactions and prepares personnel files for new employees. * Perform related duties as assigned. Minimum Qualifications The following are minimum qualifications necessary for entry into the classification: EDUCATION and/or EXPERIENCE: Possession of a Bachelor's degree, preferably in public or business administration or a related field is required. Human Resources Analyst I: One (1) year of professional level human resources experience that demonstrates application of the knowledge, skills and abilities in either the private or public sector is required. Public sector experience is preferred. Four (4) years as a human resources technician that demonstrates application of the above knowledge, skills and abilities may be substituted for the one (1) year of professional level experience. Human Resource Analyst II: In addition to the Human Resources Analyst I experience requirements, two (2) years of professional level experience equivalent to that of a Human Resources Analyst I with the City of Oxnard is required. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security. Vacation/Annual Accrual Rates: Full time employees accrue annual leave at a rate of 6.24-11.78 hours per bi-weekly pay period based on years of service. Deferred Compensation: The City contributes 1% to a deferred compensation program. Bilingual Pay: A regular full time employee may receive bilingual pay at the rate of $50.00-$125.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee. Health and Dental: The City contributes $993.91 per month toward medical insurance premiums and an additional $74.20 per month toward dental insurance premiums. For those employees who waive the medical the City will contribute $893.91 per month. Any unused dental premium monies are paid to the employee. Life Insurance: City employees receive Basic Life and have the option to purchase additional insurance coverage. Tuition Reimbursement: Full-time employees are eligible for 75% reimbursement for work related coursework. Holidays: The City observes 12 holidays per year.
