    CITY OF POST FALLS CLASS SPECIFICATION RECREATION SUPERVISOR Pay Grade: 14 FLSA Designation: Exempt Updated: 01/27/2014 General Statement of Duties Performs a variety of diverse administrative and supervisory tasks associated with management of assigned City recreation programs; performs related work as required. Classification Summary The primary function of an employee in this class is to perform administrative, planning, and supervisory duties associated with managing assigned City recreation programs. This employee supervises numerous full-time and seasonal staff, sports officials, instructors, camp staff, and related subordinate positions. The position is under the direct supervision of the Recreation Manager, although considerable latitude is allowed for independent judgment and initiative. The principal duties of the position are performed in a public building and in an outdoor environment that will include working evening, weekends, and in adverse weather conditions. Examples of Work (Illustrative Only) Essential Duties and Responsibilities - Performs administrative, planning, and supervisory duties of assigned programs and services in the City's recreation program, including but not limited to, program development, marketing, fundraising, hiring, training, registration and scheduling, employee supervision, budget management, and customer service functions; - Hires, trains, supervises, evaluates, and schedules sports officials, program supervisors, instructors, volunteers, and other related program subordinates; - Coordinates programs with community, civic, school, athletic, and volunteer organizations; - Advertises and markets programs to the community; - Prepares and maintains records, correspondence, contracts, logs, and related operational and participation documentation; - Monitors annual budget and program spending; - Supervises staff, training, safety, and in-service sessions; - Supervises equipment inventory, maintenance, and repairs, including researching and recommending new purchases; - Coordinates plans for citywide, private, public and other major events using park facilities; - Coordinates events, projects, maintenance, and other activities with other City departments; - Responds to public concerns, develops new programs, and initiates action to create change if needed; - Prepares technical documents, reports, and contracts; - Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities; - Performs all work duties and activities in accordance City policies, procedures and safety practices. Other Duties and Responsibilities - On call after regular work hours to respond to emergency situations and program needs; - Attends training classes and workshops; - Performs other related duties as required. Knowledge, Skills and Abilities Knowledge of: - Methods, techniques, practices, philosophy, and objectives of developing and operating City recreation programs, services, and activities; - Public and community relations methods, procedures, and objectives; - Customer service policies and techniques; - Municipal budgeting procedures; - Contract negotiation and administration; - Program and event management, leadership, planning, scheduling, and organizational skills; - Supervisory skills, employee evaluations and training methods; - Record keeping, statistics, documentation, and reporting methods; - Federal (OSHA), state, City, and other applicable safety requirements and codes. Ability to: - Follow oral and written directions; - Organize, schedule, administer, and coordinate a variety of recreation programs, activities, projects, and special events; - Operate a variety of recreational equipment, including but not limited to, timekeeping, scorekeeping, and related equipment; - Operate a motor vehicle; - Operate standard office equipment and a personal computer using program applications appropriate to assigned duties; - Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines; - Perform multiple tasks simultaneously, including handling interruptions, and return to and complete tasks in a timely manner; - Perform time management and scheduling functions, meet deadlines, and set project priorities; - Prepare and deliver oral and written reports; - Maintain program activity, participation, and financial records and documentation; - Establish and maintain working relationships with employees; the public; other City departments; civic, community, school, athletic, and public interest groups, vendors and contractors, and other interested and affected parties; - Communicate effectively verbally and in writing with the public and other employees. Acceptable Experience and Training - Bachelor's degree in parks and recreation administration or a related field; - Three (3) years experience in a recreation program, including administrative and supervisory experience; or - Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work. Special Qualifications - Idaho drivers license; - First aid and CPR certification. Essential Physical Abilities - Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate effectively on the telephone and in person; - Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions, to operate a motor vehicle, and to review, evaluate and prepare a variety of written documents and materials; - Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate recreational equipment, a motor vehicle, standard office equipment, including a personal computer, and make adjustments to equipment; - Sufficient personal mobility, strength, stamina, and agility, with or without reasonable accommodation, which permits the employee to supervise a recreational program, stand for long periods of time, lift up to 50 pounds, and work in office and outdoor recreational environments.
