    THE POSITION
    Under general direction, responsible for the overall management and operation of an assigned Division.  Plans, directs, and manages program areas related to community recreation services, social services, golf operation services and related contracts, public art programs, services and special events, communications, community outreach, marketing, website and graphics.  Provides supervision of professional and specialized staff; assists in the planning and administrative functions of the assigned Division and represents the Division to the community.
    This position is designated as "at will" serving at the pleasure of the department Director and subject to discharge without cause and the right of appeal.
    An eligibility list is being established to fill the current full-time vacancy in the Community Partnerships Division, as well as future full-time, part-time and temporary related vacancies in the Parks, Recreation and Community Partnerships Department.

    EXAMPLES OF DUTIES
    Depending on assignment, duties may include, but are not limited to, the following:
    Plans, directs, manages and administers all programs, events, and activities falling within the parameters of assigned program area as follows:
    Community Partnerships Division: Oversees grants programs, City libraries, volunteer programs, public art, cultural arts classes, special events, historic sites, community improvement programs, community outreach, communications, marketing, and graphics. Serves as resources to local individuals, non-profit agencies and community groups. The Manager staffs the Library Advisory, Cultural Affairs, and Public Art Commissions.
    Community Recreation Division: Oversees recreation classes, youth sports, aquatics programs, and programs for under-served youth and families.  The Manager provides joint staffing to the Parks and Recreation Commission. The Division is funded by a mix of general fund and revenues derived from fees charged for programs and services.
    Golf Operations & Adult Sports/Programs Division: Oversees golf operation contract services and adult sports activities, acting as liaison between the City and external contacts at golf courses, golf clubs, food concessionaires, contractors, citizen committees, and professional golf organizations.  Makes recommendations regarding policies related to golf functions, strategies related to golf fees and implementation, annual and long-range Capital Improvement Programs.  Responsible for development, interpretation, negotiation and management of all golf concessionaire contracts.  Manages adult sports programs including, but not limited to adult leagues and tournaments, and Corporate Games.  Oversees senior programs, including a senior center, nutrition program and tours.  Golf course operations and related programs are delivered through a contract which the Manager oversees; other programs are administered by a section Supervisor and team of full-time and part-time support staff.

    Assists in developing, implementing and monitoring Department vision's goals, objectives, policies and priorities reflective of City Council directives, City's overall goals and objectives, community needs, and in compliance with pertinent governing laws, regulations, and guidelines.
    Communicates goals, objectives, policies, and priorities to assigned programs' staff members to ensure proper and complete understanding of  "what needs to be done"; consistently monitors staff's progress and commitment to accomplishing stated goals and objectives within established policies and priorities.
    Communicates and confers with a variety of community organizations, agencies, special interest groups, concerned citizens, and the general public regarding current and available services and facilities as well as projected projects and new programs; elicits opinions and relevant feedback, answers questions and addresses concerns, facilitates productive discussions, and represents City in a positive and effective manner.
    Supervises, trains and evaluates assigned staff. Provides for staff training and development to match the service delivery needs of the division. Plans and administers the proper allocation and utilization of assigned program areas' human resources according to needs and directives; administers City's personnel management policies and procedures in a supportive and productive manner; projects future staffing needs; directs and participates in the recruitment, selection, training, progressive discipline, and all other personnel related processes.
    Directs, manages and monitors the implementation of new and modified program areas based on analyses and assessments of community's leisure services needs and priorities; initiating special projects as necessary; reviewing and supervising related activities to ensure successful implementation and/or transition of program/project.
    Prepares annual budget for assigned areas of responsibility, working with pertinent program areas to develop accurate and specific projections of expenditures and revenues; administers and monitors ongoing budget activities, analyzes exceptions and approve adjustments as necessary.
    Participates in a variety of community/public relations activities; reviews and approves the production and dissemination of various advertisements and informational materials, develops and manages outreach efforts and activities to enhance programs/services' visibility within the community; makes presentations, attends meetings and events, and participates in community organizations as a representative of the City and its leisure service programs and special events.
    Reviews, analyzes, evaluates and summarizes a variety of narrative and statistical data and feedback regarding assigned programs and projects to monitor success in terms of utilization, customer satisfaction, cost effectiveness, and over-all value to the community; initiates and monitors necessary changes and modifications to current services as well as updating future planning and projections accordingly.
    Represents the Department at workshops, conferences, task force meetings, state and local organizations and associations as required; remains current with profession's methodology, practices, trends, and issues; developing and strengthening professional and administrative knowledge and skills and remaining visible within his/her professional community.
    Performs related duties as required.

    MINIMUM QUALIFICATIONS
    A combination of education, training and experience equivalent to a Bachelor's degree in recreation, leisure administration, arts administration, physical education, park administration, marketing, journalism, public or business administration, or a closely related field, and four years of progressively responsible experience in program supervision and management related to assigned program area(s).

      Depending on assignment, possession of a valid California Class C driver's license may be required.
