Civic Engagement Manager
Location: Baton Rouge, LA Reports to: Deputy Executive Director Position Type: Full-Time, Exempt Salary: $55,000–$60,000 annually + $4,200 annual health stipend

The Louisiana Organization for Refugees and Immigrants (LORI) empowers refugees, immigrants, and BIPOC communities to become self-reliant and civically engaged. Through education, advocacy, youth leadership, and community resources, LORI supports individuals at every stage of integration.
Position Summary
The Civic Engagement Manager leads LORI’s civic engagement initiatives, including voter education, advocacy campaigns, and youth leadership development. This role is responsible for building community power by increasing civic participation, organizing around key issues, and developing the next generation of leaders through the Learn to Lead youth program.
Key Responsibilities
Civic Engagement & Voter Mobilization
Design and implement nonpartisan voter education and outreach campaigns
Lead voter registration drives, canvassing, phone banking, and turnout efforts
Manage voter databases (e.g., VAN) and track outreach metrics
Develop culturally relevant educational materials on civic processes and rights
Community Organizing & Advocacy
Build and mobilize community members around issues such as housing, language access, and immigrant rights
Plan events, town halls, and advocacy campaigns
Conduct research and develop solutions to community challenges
Youth Leadership Development
Lead the Learn to Lead program for high school and college youth
Facilitate leadership training, public speaking, and advocacy skill-building
Coordinate experiential learning (e.g., legislative visits, service projects)
Mentor youth in personal development and college readiness
Training & Capacity Building
Facilitate workshops for community members and parents
Recruit, train, and supervise volunteers and interns
Partnerships & Coalition Building
Represent LORI in local, state, and national coalitions
Build relationships with community organizations, schools, and policymakers
Collaborate with internal teams on messaging and advocacy
Data & Reporting
Track and analyze engagement data to assess impact
Prepare reports for leadership and funders
Required Qualifications
3–5 years of experience in civic engagement, organizing, or advocacy
Experience working with refugee, immigrant, and/or BIPOC communities
Proficiency with voter databases (e.g., VAN, EveryAction)
Strong project management and communication skills
Experience facilitating trainings and mentoring youth
Commitment to equity, inclusion, and community empowerment
Ability to work evenings and weekends as needed
Preferred Qualifications
Multilingual (Spanish, French, or Arabic preferred)
Experience with social media, webinars, or video editing
Familiarity with Microsoft Office or similar tools
Lived experience related to refugee or immigrant communities
