Our client, a NYS OMH-licensed Article 31 Mental Health Outpatient Treatment and Rehabilitation Services (MHOTRS) program, providing comprehensive mental health services to children, adults, and familiesis seeking to hire a Clinical Director.
The Clinical Director is the senior clinical leader responsible for overseeing all clinical operations of the Article 31 / MHOTRS clinic.
This role ensures high-quality mental health care, regulatory compliance, proper documentation, staff supervision, program development, and clinical outcomes.
This position requires strong leadership, deep knowledge of OMH regulations, and the ability to manage clinical operations from intake to discharge.
Responsibilities:
Clinical Oversight & Quality Assurance
- Direct all clinical services including assessments, individual and group therapy, psychiatric evaluations, and medication management
- Ensure compliance with OMH Part 599, Medicaid, insurance requirements, and all regulatory standards
- Maintain clinical quality, documentation accuracy, treatment planning, and timely electronic health record entries
- Implement evidence-based practices, trauma-informed care, and culturally competent service delivery
- Conduct regular chart audits, quality reviews, and performance monitoring
Team Leadership & Supervision
- Supervise clinical staff including LCSWs, LMSWs, LMHCs, psychologists, case managers, and medical providers
- Provide weekly or biweekly clinical supervision, case consultations, and professional development
- Manage staff scheduling, performance evaluations, corrective action plans, and training
- Foster a collaborative, supportive, and accountable clinical culture
Program Development & Operations Management
- Develop and refine clinical workflows, intake procedures, and service delivery models
- Lead program expansion, new treatment initiatives, and compliance-driven updates
- Oversee caseload distribution, productivity, and service utilization
- Ensure continuity of care, risk assessment management, crisis intervention protocols, and safety planning
Regulatory Compliance & Reporting
- Serve as the point of contact for New York State OMH audits, site visits, and reporting
- Maintain updated policies and procedures aligned with MHOTRS regulations
- Ensure accurate billing documentation for Medicaid and commercial insurers
- Track KPIs including productivity, outcomes, client attendance, and revenue integrity
Client Care & Community Engagement
- Oversee all clinical pathways from intake to discharge
- Manage high-risk cases, emergencies, and clinical escalations
- Collaborate with community partners, schools, hospitals, and care coordination agencies
- Support initiatives to expand access to care for underserved and vulnerable populations
Qualifications:
- LCSW, LMHC, Psychologist (PhD/PsyD), or other OMH-approved clinical license
- Minimum 5+ years clinical experience, preferably in outpatient mental health
- Minimum 2+ years in a supervisory or leadership role
- Experience in an Article 31 or MHOTRS clinic
- Strong knowledge of NY OMH regulations, Medicaid billing, and Part 599 requirements
- Experience working with both children and adults
- Demonstrated ability to manage clinical teams and complex cases
- Experience with trauma-informed, community-based, or integrated care models
- Experience working with vulnerable or Medicaid populations
- Familiarity with audits, quality assurance, and compliance frameworks
