JOB DESCRIPTION – CLINICAL SUPERVISOR
ASAM Level 3.1 Residential & ASAM Level 1.0 Outpatient Services
Education & Licensure Requirements
The Clinical Supervisor must possess:
A master’s degree in counseling, social work, psychology, or a related behavioral health discipline regulated under Maryland law
Required Maryland Licensure (Must Meet ONE of the Following for ADT Supervision Eligibility):
Per COMAR and Maryland Board of Professional Counselors and Therapists supervision regulations, the Clinical Supervisor must hold an active, independent clinical license approved to supervise:
LCPC – Licensed Clinical Professional Counselor
LCSW-C – Licensed Certified Social Worker–Clinical
LCMFT – Licensed Clinical Marriage and Family Therapist
LCPAT – Licensed Clinical Professional Art Therapist
LADC – Licensed Clinical Alcohol and Drug Counselor
CAC-AD – Certified Associate Counselor – Alcohol and Drug
LCADC – Licensed Clinical Alcohol and Drug Counselor
These licenses are recognized as Board-approved supervisors for clinical trainees, including Alcohol and Drug Trainees (ADTs) and counseling trainees
Substance Use Disorder (SUD) Supervision Requirement
To supervise Alcohol and Drug Trainees (ADTs), the supervisor must:
Supervisors must have documentation of at least 5 years of experience in alcohol and drug counseling.
The supervisor must be approved by the Maryland Board of Professional Counselors and Therapists
Mental Health Supervision Capability (Preferred / Ideal Candidate):
The ideal candidate will be able to supervise across both SUD and mental health tracks, including:
LGPC (Licensed Graduate Professional Counselor)
Must be supervised by an LCPC or Board-approved mental health provider
LMSW (Licensed Master Social Worker)
Must be supervised by an LCSW-C for clinical practice and licensure progression
Strongly Preferred Combination:
LCPC + LCADC (ideal for co-occurring supervision) OR
LCSW-C with addiction certification/training
Supervisor Experience Requirements
Minimum 2–3 years of post-licensure clinical experience
Must meet Maryland Board-approved supervisor criteria
Completion of clinical supervision training (required for Board approval)
Active, unrestricted license in good standing

Position Summary
The Clinical Supervisor is responsible for oversight of all clinical services across ASAM 3.1 Residential and ASAM 1.0 Outpatient programs, including supervision of substance use disorder and mental health staff, ensuring regulatory compliance, and maintaining high-quality, evidence-based care.
This role ensures integration of co-occurring disorder treatment, adherence to ASAM Criteria, and compliance with Joint Commission and COMAR standards.
Core Responsibilities
Provide supervision to:
Alcohol and Drug Trainees (ADTs)
LGPCs
LMSWs
Interns and clinical staff
Maintain supervision documentation in compliance with licensing boards
Ensure staff operate within scope of practice
Review and co-sign documentation as required
Review clinical appropriateness of admissions
Ensure completion of biopsychosocial and ASAM assessments
Oversee suicide risk screening (NPSG.15.01.01)
Approve treatment plans (CTS.03.01.03)
Ensure integration of:
Co-occurring treatment
Trauma-informed care
Harm reduction model
Provide direct services as needed
Audit charts for:
Medical necessity
Timeliness
Regulatory compliance
Ensure readiness for Joint Commission and COMAR audits
Coordinate with external providers
Ensure continuity of care
Oversee discharge planning
Ensure authorizations and concurrent reviews
Support billing integrity
Participate in QAPI activities
Review incidents and sentinel events
Lead corrective action processes
Lead multidisciplinary team meetings
Support program development across ASAM levels
Provide crisis intervention
Participate in on-call rotation
Ensure immediate response to risk situations
