    The Site Development Project Manager is responsible for managing and performing site development and A+E services for new site builds, site modifications, small cell, and other services associated with wireless. This person works with a project team, including assigned Site Acquisition, A+E team members, and Subcontractors to complete the work. Identifies, in conjunction with the market and the client the need, feasibility, time frame, and scope of work for acquisition of telecommunications facilities. Establishes project priorities and goals for project performance including budget and schedule limitations and oversees projections for and timely achievement of milestone complete dates for project(s) in the quantity and at the rate required by the client contract. With support from the enterprise, this person is responsible for successful execution of our site development and A+E services, client satisfaction, project delivery, technical quality, and coordinating site acquisition services within an established network of offices. This role has access to corporate technical expertise and resources in addition to the demonstrated subject matter experts within the Telecommunications division.

     

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    • Manage multiple projects simultaneously. Plan, direct, and coordinate activities of designated projects and project teams to ensure that goals or objectives of project are accomplished within prescribed time frame and financial parameters.

    • Identify project requirements, define project deliverables, manage project roles, determine and complete training requirements to meet/exceed customer expectations.

    • Based upon assigned project(s), may contribute recommendation(s) to strategic plan, prepare and complete action plan(s) to implement production and high levels of productivity.

    • Based upon assigned project(s), select project team members, communicate job expectations, and assign and measure adequate work-flow.

    • Work with internal resources and coordinate outside services and schedules to support nationwide projects and company objectives.

    • Provide support and offer industry specific knowledge/experience based on the customer’s direction and needs.

    • Create clear execution plans with measurable milestones.

    • Continuously perform realistic risk assessments, mitigate risks and remove roadblocks independently.

    • Establish a trusted advisor relationship with the customer to ensure consistently high satisfaction levels.

    • Continuously deliver outstanding/high quality service and problem resolution to ensure our organization is adhering to the high service levels expected by our customers.

    • Produce regular written project status reports and lead project team meetings as required by project.

    • Manage scope creep though client change and internal change orders when applicable.

    • Maintain effective relationship and communicate with customer and project team members.

    • Train, motivate and lead department personnel to maintain a strong relationship with all of our clients.

    • Maintain proper client relations through effective communication and customer service while directly overseeing assigned projects

    • Work closely with upper management to price, acquire and maintain business opportunities.

    • Develop, optimize, and report key performance metrics, action items, and tracking tools

    • Maintain the Project and Billing Trackers and ensure they are up-to-date and accurate

    • Actively pursue open A/R balances on assigned projects and resolve related discrepancies to ensure timely payment

    • Request Client Purchase Orders and Change Orders as necessary on assigned projects

    • Work with the Purchasing Agent to secure vendors and issue P.O.’s to selected vendors

    • Comprehend and serve as a subject matter expert on matters related to state and local telecommunication codes and ordinances as well as any applicable Small Wireless Facility State legislation.

    • Research, understand and interpret jurisdictional requirements for permit application submissions and serve as functional advisor on Client and/or Project calls.

    • Understand and evaluate State, Highway Department and Municipal requirements for allowable small cell locations and designs for completion of Site Candidate Information Packages (SCIPs)

    • Understand and evaluate Utility Company pole types, equipment and requirements

    • Understand and evaluate real estate ownership types such as City owned ROW, Department of Transportation or State ROW, Private ROW of Utility Owned Easements, Non-exclusive Easements, Public Utility Easements, Parcels to recommend viable locations

    • Understand and evaluate environmental and regulatory requirements to complete required Client forms and/or submittals for NEPA, FCC, FAA or other

    • Working knowledge of traffic control permitting requirements, sight triangles and clear zones

    • Prepare and present at Design District or other Zoning Approval Meetings

    • Identify and select viable candidates that adhere to client specifications and standards

    • Use multiple on-line mapping, zoning, permitting and industry resources to effectively evaluate potential candidate locations

    • Read, review and interpret ROW maps, plat maps and/or zoning maps

    • Understand and identify power source and fiber requirements and availability to candidate locations

    • Obtain key candidate and location information through field verification and assessment walks

    • Lead organized and productive Client attended Site Walks and/or Virtual Walks with proper management and display of online screen sharing

    • Operate field data collection tools and collect and organize candidate location photos

    • Independently use and create mobile maps to safely and efficiently travel to and from multiple sites within a short period of time

    • Prepare accurate, detailed candidate and location reports within fast-paced environment

    • Order title and survey for verification of ownership, access and utility easements, submit title to client and assist with developing title curative as needed

    • Negotiate or complete pre-negotiated lease agreements or utility permit agreements with MAA and non-MAA structure owner

    • Prepare and present sales materials of Small Cells to private landlords and/or companies.

    • Complete and submit zoning, land use applications and building permit applications on behalf of client.

    • Review and evaluate supporting permitting documentation such as A&E drawing title pages to ensure completeness and consistency with corresponding permits applications

    • Apply strong relationship-development skills that result in long-term, mutually beneficial client relationships

    • Manage multiple tasks and work assignments with various deadlines effectively and reliably in a fast paced environment

    • Track and forecast critical dates and work activity allocations for several projects concurrently

    • Timely complete and update Client and company trackers and databases

    • Other duties as assigned

    MANAGERIAL RESPONSIBILITY:

     

    May lead Site Acquisition team members, Project Coordinators and Field Agents, as assigned.

     

    PHYSICAL DEMANDS:

     

    Office work is sedentary that requires the following physical activities:

    • Sitting or standing for long periods, walking, finger dexterity, feeling, repetitive motions, talking, hearing, and visual acuity including close vision
    • Occasional lifting (up to 10 pounds of computer equipment or paper)
    • May be required occasionally to stoop or kneel

    Field work requires the following:

    • Ability to push, pull, bend, lift, and reach
    • Ability to drive to and from sites
    • Manual dexterity for manipulation of lock and chain, and other field measurement and marking tools.

    SKILLS AND ABILITIES REQUIRED:

    • Understand and articulate details of FCC rules including new FCC Small Cell rules.
    • Ability to read, understand and interpret construction drawings
    • Solid proficiency in the use of Microsoft Office programs, Google Earth and other database tracking tools
    • Strong written and verbal communication skills; ability to effectively communicate with all employee levels and levels of management.
    • General knowledge of general accounting practices including budgeting, invoicing, purchase orders, and accounts payable.
    • Proven ability to identify project impacting issues, able to work with Upper Management, A+E, and Site Acquisition to develop and implement solutions.
    • Strong knowledge of cell site development processes and issues with specific expertise in the areas but not limited to: small cell site development, macro site development, site development processes for upgrades/modifications, lease negotiations, zoning, site compliance and external affairs.
    • Strong understanding of wireless development process and associated milestones. Experience managing Business Requirements, Project Plans, and Project Schedules.
    • Knowledge of tools/materials used in the site development process for macro and small cell site development activities.
    • Strong understanding of environmental, regulatory, and government requirements, processes, reports and approvals.
    • Strong knowledge of all aspects of telecommunications site development, including but not limited to: A+E, leasing, zoning, permitting, and regulatory compliance.
    • Proven ability to efficiently multi-task
    • Strong communication skills with the ability to speak effectively with people at any level.
    • Ability to sketch site layout and surrounding areas.
    • Ability to read and take measurements.

    EDUCATION AND EXPERIENCE REQUIRED:

    • High School Diploma / GED
    • Bachelor’s Degree preferred
    • 3-5 Years of previous experience required in a Customer Service / Client Relations role
    • Valid driver’s license
