    Position Summary:

    Oversees all components of the Healthy Families program, including Healthy Families America credentialing,

    Medicaid Administrative Claiming, assuring compliance with administrative rules and state laws relating to the provision of Healthy Families services.

    DUTIES AND RESPONSIBILITIES:

    Oversee local Healthy Families program

    Responsible for implementing any programmatic changes identified by Healthy Families America and/or Healthy Families Oregon (Early Learning Division).

    Provide (or contract to a qualified person) a minimum of monthly (every other week preferred) supervision of supervisors.

    Conduct Quality Assurance shadowing of supervision sessions done by supervisors

    Hold Supervisors accountable for job functions

    Monitor Healthy Families budget

    Ensures that program meets their fundraising and in-kind match goals

    Development of HFA Site Assessment due for re-accreditation every 5 years

    Listen to all HFO Monthly Webinars

    Attend HFO Program Managers meetings, conference and trainings as required by Early Learning Division

    Participate in local early childhood community meetings.

    Develop and maintain strong partnership with local Early Learning HUB

    Following the Quality Assurance Calendar, collect, analyze and report data regarding program statistics and demographics

    Manage the Medicaid Administration Claiming (time studies)

    Write policies and procedures for the program

    Staff local Healthy Families Advisory Committee

    Coordinate with other agencies providing services to young children to share resources, avoid duplication of services, and assess community needs

    Conduct community education activities aimed at prospective participants and referral sources

    PROGRAM PARTICIPATION AND TEAM MEMBER:

    Arrives at work on time, punctually attends and actively participates in all required activities, meetings, and trainings.

    Required to be a respectful, cooperative, and reliable team member and participant in program activities.

    Projects a professional work image, both in dress and manner.

    CONFIDENTIALITY:

    Required to respect the confidentiality of information about enrolled children and families, personnel issues, labor relations matters, including bargaining strategies, and other program operations as appropriate.

    TRAINING:

    In consultation with supervisor, develops own professional work goals and training plan. Participates in training as requested.

    QUALIFICATIONS:

    A solid understanding of and experience in managing staff

    Administrative experience in human service or related field including experience in quality assurance/improvement and site development

    Master’s degree in public health or human services administration or fields related to working with children and families, or Bachelor’s degree with 3 years of relevant experience

    Experience working within a Healthy Families America program (preferably Healthy Families Oregon)

    Knowledge of infant and child development and parent child attachment

    Experience in home visitation with strong background in prevention services to 0-3 age population

    Experience in providing services to culturally diverse communities

    Knowledge of the dynamics of child abuse and neglect

    Experience with services that embrace the concepts of family centered and strength-based service provision

    Open to reflective practice (i.e. has capacity for introspection, communicates awareness of self in relation to others, recognizes value of supervision, etc.)

    A solid understanding of and/or experience in supervising and motivating staff, as well as providing support to staff in stressful work environments

    Knowledge of infant and child development and parent-child attachment

    Experience with family services that embrace the concepts of family centered and strength-based service provision

    Knowledge of maternal-infant health and dynamics of child abuse and neglect,

    Experience in providing services to culturally diverse communities/families

    Experience in home visitation with a strong background in prevention services to the 0-3 age

    population

    Infant mental health endorsement level III or IV preferred (if available in the state)

    Ability to write clearly, concisely, and to communicate effectively both orally and in writing.

    Positive attitude towards work, initiative, personal balance, ability to adapt and work effectively

    under pressure, a sense of humor. Relate tactfully, confidently, sensitively and non-judgmentally

    with parents of young children.

    Experience providing services that are family-centered and strength-based. A strong background in

    prevention services to babies through the age of three.

    Work well with parents, babies and staff of culturally diverse backgrounds. Problem solve and

    develop creative approaches.

    Work independently and as a team member. Knowledge of other social service agencies.

    Knowledge of normal child growth & development and parent-child attachments and relationships, techniques, practices, as well as parenting models and family structures.

    Knowledge of maternal/infant health.

    Knowledge of the dynamics of child abuse and neglect and the requirements of a mandatory reporter.

    Supervisory skills including: the ability to instill positive, optimistic attitude in staff; transmission of sense of mission to work team; support staff; monitor team performance; encourage team participation; and annually assist in appraisal of individual performance of team members.

    Exercise initiative, judgment, problem-solving and decision-making

    Exercise conflict resolution skills; identifies problems, recommend solutions; and remain calm in urgent situations and work under pressure

    Exercise strong communication/presentation skills

    Work independently and as part of a team; strong self-management, multi-tasking, prioritizing

    Remain non-judgmental in working with an indigent population and maintain confidentiality

    Working Conditions:

    Potential exposure to communicable diseases, toxic substances, and other conditions common to an office environment within a medical practice setting.

    Involves frequent contact with staff on the phone and in-person

    Work may be stressful at times because of volume of work

    Working extended hours may be required as needed

    Physical Demands:

    o Requires prolonged sitting, and some standing, walking, bending, stooping, kneeling, crouching, and

    o Requires hand-eye coordination and manual dexterity sufficient to operate a keyboard, type at 50 wpm, operate a photocopier, telephone, calculator and other office equipment. Vision must be correctable to 20/20 and hearing must be in normal range for telephone

    o Requires some lifting occasionally (up to 25 pounds).
