    CALIBRE Systems, Inc., an employee-owned Management Consulting and Digital Transformation company, is seeking a Management Analyst to join our dynamic team in MCAS Miramar, CA.

     

    The candidate will develop, analyze, evaluate, advise on, and/or improve the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, delegations of authority, management controls, information and documentation systems, and similar functions of management.

     

    RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO: 

    The contractor shall provide manpower operations and management analysis. The Contractor may require travel up to two weeks a year to serve as an advisor to 3d MAW or collect information from external agencies that is unique to the subparagraphs below. Trip Reports or written recommendations and analysis for specific issues may be required for each trip. The contractor will be required to conduct the following tasks:

    1. Support operational requirements by supporting tasks such as including scheduling management, distribution of relevant calendars to key personnel, minimization and resolution of scheduling conflicts, and communications synchronization across the staff.
    2. Assist in synchronizing the efforts of the Aides-de-Camp, Family Readiness Officers, Admin Support Staff, COMMSTRAT Officer, Staff Judge Advocate and personal staff in order to harmonize all activities required to support the official schedule.
    3. Support travel requirements and be registered as a Non-Designated Executive Agent (NDEA) in the Defense Travel System (DTS) to enable the authorization and signature of travel documents for staff members, assign responsibilities compliance with the Joint Travel Regulations (JTR) and Naval Supply (NAVSUP).
    4. Review personal and other correspondence and maintain timely work flow of all correspondence to include community relations related events.
    5. Provide support for coordination of major staff actions to meet deadlines for reports, requests for information, disasters or mishaps, and or issues concerning media attention; inspect programs to ensure they are consistent with regulations, 3rd MAW guidance, and fall within the resources and capabilities resident within 3rd MAW staff and structure to respond to requested action or refer to responsible unit or agency.
    6. Provide support for coordination of subordinate staffs and external agencies and organizations, as required, to plan, de-conflict, and schedule short and long-term reoccurring events for the Command Staff Group. Based on commander's guidance and policy, ensures that staff planning is completed in a timely manner.
    7. Assist the 3rd MAW staff to validate business audiences with Commanders; receive and screen visitors and telephone calls; evaluate the nature of call, business, or contacts to determine the importance of business, rank or position of contact and which requires the attention of appropriate staff section; routes calls and visitors based on knowledge of programs and operations; and provides appropriate answers to routine and non-technical requests for information, such as status of reports, suspense dates for matters requiring compliance, and similar information readily available from files.
    8. Provide support in tasks related to the official travel and prepare appropriate documents to make necessary travel and conference arrangements for the senior staff members. The contractor shall assist in arranging travel reservations, to include: itinerary, transportation, lodging, per diem, miscellaneous expenses, visit and country clearances; and notifications to receiving organizations/officials.
    9. Support planning and execution of Wing and Marine Corps level conferences, meetings, and special events for as many as 700 by-invitation-only guests in support of official or community relations (COMREL) requirements or goals. The events include annual Commander's Conference, the Marine Aviation Board events, cake cutting ceremonies, MCAS Miramar's Airshow Chalet, the Annual Holiday Open House, as well as the Quarterly Colors Ceremony to honor meritorious Marines and Sailors of the Quarter; interface with the MCAS Miramar Commander and community sponsors for the presentation of sponsor awards in recognition of the success of meritorious Marines and Sailors.
    10. Coordinate with operations and Communications Strategy (COMMSTRAT) for distinguished visitor briefings and tours, such as foreign national visits, Congressional Delegation teams, veteran's organizations, or other external agency visitors to promote the programs, interests, and COMREL of the Marine Corps and 3rd MAW.
    11. Support development of the Command Protocol Plan for major public events aboard MCAS Miramar, such as the annual Miramar Air Show and Corporate Hangar parties; work in concert with the Station Commander's staff to ensure administrative and protocol milestones are achieved to accommodate the public, distinguished guests, and the media.
    12. Provide subject matter expertise in planning for the 3rd MAW Non-appropriated Funds (NAF), Official Representation Funds (ORF) and Official Entertain Funds (OEF); prepare necessary correspondence and public vouchers detailing expenditures chargeable to the funds; inspect accuracy of charges and authorization within regulations and appropriate billings are made concerning each fund, as required; maintain accurate account balances and statements of accounts, keeping the staff informed of any changes; and provide recommendations/suggestions for gifts for distinguished guests and purchase/engrave as authorized by regulations.
    13. Coordinate with commands and/or other civilian facilities during travel in order to relay necessary messages and documentation, compile and submit travel vouchers, and track travel reports upon members’ return.
    14. Assist with the coordination of the 3rd MAW Protocol Program in accordance with polices and regulations governing the program. This includes advising 3rd MAW’s (46) subordinate commands on proper protocol requirements for creating, editing, and publishing Change of Command and Relief and Appointment programs and seating charts for official functions and develop and support all scheduling and protocol activities for the ceremonies for the 3rd MAW Change of Command of the Commanding General and the Relief and Appointment of the Sergeant Major.
    15. Provide recommendations for software for reports (such as database, spreadsheet, and graphics programs), data categories to be established, sorting and calculating functions to be performed, and procedures for entering, retrieving and presenting data.
    16. Provide strategic manpower analysis for operations requirements.
    17. Provide subject matter expertise on operational impact of various manpower processes.

     

    Required Skills

    • Familiarity with OPLAN/CONPLANs

    • Familiarity/Understanding of USMC MARFORPAC forces

    Required Experience

    • MUST POSSESS/MAINTAIN A SECRET CLEARANCE
    • 8 - 10 years executive administrative experience
    • Knowledge of substantive programs and administrative procedures of the major departments related to the administrative functioning and protocol procedures of a Flag level command
    • PMI Schedule certification
    • Demonstrated knowledge of military systems policies and systems such as Joint Travel Regulations, Defense Travel System, Performance Evaluation System, and the Government Travel Charge Card (GTCC) program
    • Experience in planning, managing, and reconciling annual budgets of over $10,000
