  • Responsibilities

    HYBRID SCHEDULE CONSIDERED FOR THIS ROLE.

    As the PROJECT ACCOUNTANT III, you will perform professional accounting duties that require an understanding of both accounting theory and practice. Working independently, you will provide the full scope of professional-level accounting services to assigned contract(s). Contracts assigned are generally those of medium to high complexity. You will also review and approve work of others.

    ESSENTIAL JOB FUNCTIONS:

    • Provide a full range of professional-level accounting services to project management.
    • Prepare, review and submit customer invoices and financial CDRLs. (Contract Data Requirements List). Liaison with DFAS, contracting staff.
    • Establish the cost accounting structure for new contracts, working closely with project management during start up to ensure that financial and accounting issues are resolved.
    • Prepare annual plans, quarterly forecasts, operational budgets, financial statements and supporting schedules.
    • Prepare detailed variance analyses, comparing actual results to plan and forecast, with explanations for variances.
    • Provide other accounting / financial information that may be requested and assist project management in interpretation of the data and its implications.
    • Prepare journal entries for monthly closes, reviewing all costs and balance sheet transactions interfacing to the general ledger for reasonableness and compliance with Corporate policies and procedures, GAAP, FAR, and CAS.
    • Perform contract and contract modification reviews for basic financial terms and conditions, advising management on compliance and correction of noncompliance.
    • Prepare cost proposals for contract modifications of active contracts.
    • Analyze and prepare benefit pay outs in compliance with Service Contract Act.
    • Complete special projects for project managers, and senior management.
    • Performs month-end close functions including preparing and/or reviewing of journal entries for month-end close ensuring transactions are reasonable and in compliance with Business Processes, GAAP, CAS and FAR.
    • Responsible for all aspects of the program’s or contracts assigned
    • Reviewing work products of others for regulatory compliance; identifying corrective actions
    • Liaison with internal departments to ensure adequate information flow and issue resolution (i.e. drilling down on anomalies) for own contracts and those of lower level Accountants that are reviewed by this position.
    • Liaison with internal and external auditors to review results pertaining to this position's responsibilities, which may be for its own assigned contracts or those of lower-level Accountants that are reviewed by this position.
    • Draft changes to Business Processes and may be designated as the 'Originator'.
    • Participate in and encourage participation in continuous improvement efforts and process improvement teams related to finance.

    EDUCATION AND EXPERIENCE:

    • Bachelor’s degree with major in Accounting or Finance, with six (6) years professional-level government contract accounting.
    • CPA or MBA desired.

    KNOWLEDGE AND SKILLS:

    • Thorough knowledge of GAAP, FAR, CAS and the Service Contract Act. Basic skill using Microsoft Excel, Word and Access. Intermediate skill using Microsoft Excel, Word and Access.
    • Working knowledge of Truth in Negotiating Act (TINA) desired.
