Collections, Accounts Receivable & Legal Specialist
Job Description
We are seeking a dedicated and detail-oriented Collections, Accounts Receivable & Legal Specialist to
join our team. This hybrid role is responsible for overseeing tenant collections, managing rental
subsidies, and coordinating legal proceedings related to non-payment and Housing Quality Standards
(HQS) issues. The ideal candidate will work closely with tenants, subsidy agencies, and attorneys to
ensure timely rent payments, subsidy compliance, and effective legal resolution of non-payment
matters.
Key Responsibilities:
• Track and manage tenant rent payments, subsidy payments, and outstanding balances across
the portfolio.
• Ensure timely collection of tenants rent portions and subsidies from agencies, including but not
limited to Section 8, HPD, NYCHA, CITYFHEPS, and other housing assistance programs.
• Responsible for the requisition, collection, and monitoring of subsidy funds, including but not
limited to HPD Section 8, NYCHA Section 8, CVR Section 8, CityFHEPS, and FHEPS.
• Follow up on delinquent accounts by contacting tenants and agencies regarding past-due rents
and coordinating payment plans when necessary.
• Investigate and resolve discrepancies related to rent payments and subsidy adjustments.
• Collaborate with the property management team to identify tenants at risk of non-payment and
take proactive steps to prevent arrears.
• Coordinate with outsourced attorneys to initiate and manage legal proceedings for nonpayment of rent and other tenant-related legal matters.
• Serve as the primary liaison between Locust Cove Management and legal counsel, ensuring that
legal cases are progressing efficiently and that internal records are updated accordingly.
• Oversee Housing Quality Standards (HQS) inspection failures; work to resolve violations and
ensure resumption of suspended subsidy payments.
• Communicate regularly with subsidy agencies to resolve any issues related to suspended
payments or administrative holds.
• Maintain accurate and organized records of payment histories, legal proceedings, and
correspondence with tenants and agencies.
Qualifications:
• 3+ years of experience in property management, collections, accounts receivable, or legal
coordination within the affordable housing sector.
• Strong knowledge of NYC affordable housing programs, Section 8, rent stabilization, and
regulatory requirements.
• Familiarity with legal processes related to non-payment of rent and landlord-tenant
proceedings.
• Experience working with NYC subsidy agencies, including HPD, NYCHA, and other housing
assistance programs.
• Proficiency in property management software (Appfolio preferred, especially for collections).
• Strong communication and negotiation skills with the ability to handle difficult conversations
with tenants and agencies professionally.
• Detail-oriented, organized, and capable of managing multiple priorities in a fast-paced
environment.
• Experience managing Housing Quality Standards (HQS) issues and navigating payment
suspensions and reinstatements.
• Bilingual (English/Spanish) is a plus.
