    PATH’s Center of Digital and Data Excellence (CoDE) is committed to scaling Information and Communication Technology (ICT) in the low and middle-income countries. Our work spans the entire software development lifecycle from analysis of information systems to deployment and long-term use of those systems. The Digital Health team at PATH works with government ministries of health, information and communication technology companies, the global health sector, and donors to improve the design, development, interoperability, and implementation of management information systems.

     

    Digital Square, an initiative within CoDE, is one of PATH’s innovative responses to Global Health challenges to drive of change. Conceived from the lessons of the inefficiencies and redundancies of investments in digital technologies, Digital Square brings global and regional actors together to create a new way of thinking about, and a new way of doing, development.

     

    We seek to engage a HEALTH INFORMATICIAN professional to support South Africa’s National Department of Health (NDOH) in developing actionable insights from their HIV and TB data. This professional would support the design of HIV and TB analytics and visualizations that are intended to scale nationally in the coming years, through an initiative to aggregate different source data into Province-level ‘Information Hubs’ that could support wide-ranging analytics. The Health Informatician will functionally report to the Director Digital Square South Africa. This person will work closely with PATH’s other divisions as required and support the vision and mission of CoDE in the use of digital health solutions across PATH programs.

     

    This position is a blend of analytic design and visualizations, implementation of solutions that generate actionable insights for health staff, development of requirements to inform digital developers of analytic needs, requires applied skills in systems thinking, project management, systems analysis, client relationship management and working with multiple technical teams to support program delivery. This position, based in South Africa (preferably Pretoria with options of Johannesburg/Cape Town) and requires the ability to travel up to 25% of the time, with continuous periods of up to two weeks possible.

     

    Specific duties and responsibilities:

     

    • In partnership with NDoH, document reporting and operational requirements to highlight where InfoHubs could support programmatic objectives around the prevention, protection and treatment for HIV and TB (25%)
    • Based on the reporting and operational requirements, draft specifications for the visualization and reporting dashboards for the InfoHubs (25%)
    • Identify (1) required reports / dashboards and (2) ideal engagement model with these reports/dashboards to support NDoH as well as provinces in achieving their programmatic goals in HIV and TB (20%)
    • Work with NDoH to identify where additional data sets could be leveraged to create impactful data views and tools (20%)
    • Ensure alignment of indicators with the USAID/South Africa Mission’s strategic objectives and intermediate results framework (10%)

    The selected individual will be expected to work closely with the global CoDE team and country/program leadership to respond to ministerial, donor, and PATH requirements; provide regular human interest stories; and assist with communication in general as to demonstrate PATH’s contribution to better health.

    Required Skills Required Experience

     

    • Master’s degree in public health or social sciences and or Bachelor’s Degree in Computer Science, Statistics or Information Technology (with appropriate experience).
    • A minimum of 7 years’ experience. Preference for providing technical support in implementation of health informatics platforms with specific experience in HIV/TB projects.
    • Experience in HIV service delivery health informatics implementations
    • Ability to work in a complex project implementation environment with multiple tasks, short deadlines and intense pressure to perform.
    • Requirements gathering and analysis skills, technical documentation and drafting of specifications skills.
    • Excellent computer and IT skills
    • Excellent interpersonal and supervisory skills, capable of directing and managing change, effective delegation, inspiring teamwork and motivating staff and partners to achieve results.
    • Ability to collaboratively forge partnerships with other USG implementing mechanisms that are supporting health informatics.
    • Familiarity and experience working with nongovernmental organizations and civil society in South Africa.
    • Ability to work both independently and with competing deadlines and tasks.
    • Good interpersonal communication and presentation skills.
    • Knowledge of NDoH and USAID-funded project reporting and analysis is desired.
    • Experience in working with Microsoft Access, web-based database programs (PHP, MySQL) and DHIS2 would be an added advantage.
    • Working knowledge of DATIM, PEPFAR and NDoH reporting systems is an added advantage.

  • Qualifications

    BA/BS and three to five years of related experience.
