    PATH’s Health Systems Innovation & Delivery (HSID) program works in the three components of the health system: clinical & medical services, community-based services, and the enabling public health environment. HSID’s unifying focus is the analytics, design and implementation of health system work that cuts across health areas and products. Because of the inherently cross-cutting nature of this work, HSID staff work closely with programs and practice areas across PATH. The team also leads projects and initiatives, including PATH’s Global Health Security work, which is currently funded by the US Centers for Disease Control and Prevention (CDC), the US Agency for International Development (USAID), Mott MacDonald Limited, the Paul G. Allen Family Foundation, and Vital Strategies, among other funders.

     

    The Global Health Security team seeks to recruit a Contract Administrator to support the USAID Infectious Disease Detection and Surveillance Project that serves the Global Health Security Agenda, TB programs, and other related initiatives. The Infectious Disease Detection and Surveillance (IDDS) is a five-year USAID-funded project with the following overall objectives: (1) Improve the detection of diseases of public health importance and identification of antimicrobial resistance (AMR) in priority infectious diseases (including Tuberculosis) through an accessible, accurate, adaptable, timely, and integrated diagnostic network system; (2)Improve the quality of real-time surveillance systems for pathogens of greatest public health concern, including Tuberculosis, AMR, and zoonotic diseases, and; (3) Generate evidence-based guidance and innovative solutions to strengthen in-country diagnostic networks and surveillance systems. The project is implemented by ICF as the prime and six other partners, including PATH as the main partner for surveillance, supports select governments and their relevant ministries in the strengthening of their human and animal disease detection networks and surveillance systems for infectious diseases, TB and antimicrobial resistance (AMR). The work will focus primarily on public health systems but may also include private health and other non-governmental institutions.

     

    The Global Health Security team is recruiting a Contract Administrator to support our contractual, financial and operational management of the work across a multi-country, USAID-funded contract. The Contract Administrator will work alongside senior administrators to support day-to-day tracking of contractual and financial deliverables of the program; support the senior administrators, Project Director and field-based finance and compliance teams in management and assessment of project risk; and coordination of annual budgeting.

     

     

    RESPONSIBILITIES:

    This role will report to the Senior PADM and support the IDDS project in the following areas:

     

    • Serving as a “bridge” between the HSID program, the country teams and PATH’s Administration, Finance, and Human Resource teams.
    • Provide in-person support to the IDDS team in Rockville at least one day per week to facilitate communications between PATH and ICF.
    • Developing and managing the project budget.
    • Updating monthly financial trackers and forecasts for the project.
    • Opening and maintaining communication channels with the country teams
    • Providing guidance to and collaborating with finance unit in preparing financial reports and invoices.
    • Ensuring compliance with donor requirements.
    • Monitoring all subordinate agreements (i.e., subcontracts; subagreements; purchase and work orders, consultant agreements).
    • Ensuring compliance with PATH policies, requirements, and standards.
    • Facilitating procurement needs for teams.

     

    Required Skills

     

     

    • Bachelor’s degree required with a minimum of 3 years of experience in an administrative function, particularly with financial management systems and processes.
    • Proven success working with US government donors, previous experience working with USAID contracts highly desirable.
    • Expertise in Excel.
    • Proficiency with all  MS Office software;  Word, Outlook, Sharepoint and PowerPoint
    • Team-focused with the ability to interact with diverse colleagues and facilitate strong working relationships; adept at working closely with others over geographical distance.
    • Excellent written and oral communication skills in English; diplomacy in communicating with a broad and diverse audience.
    • Conversational capacity in French is highly desirable.
    • Demonstrated financial management and budgeting skills required.
    • Knowledge of health issues desirable.
    • Active problem-solver and management adviser.
    • International work or study experience a plus.
    • Excellent organizational skills and able to work independently with minimal supervision.

     

     

    Must have legal authorization to work in the United States.
