Staff members focus on evidence-based best practices in the public health and environmental fields and play a critical role in educating people in Colorado so they can make informed choices. In addition to maintaining and enhancing our core programs, the department continues to identify and respond to emerging issues affecting Colorado's public and environmental health.This position is located in the Office of STI/HIV/VH of the Disease Control and Environmental Epidemiology Division (DCEED). The sexually transmitted infections, human immunodeficiency virus, and viral hepatitis (STI/HIV/VH) branch works to reduce disease transmission and ensure quality and medically accurate STI/HIV/VH-related prevention, care, and treatment services for all people in Colorado. Functions include public health surveillance of STI/HIV/VH; follow-up of persons newly diagnosed with a STI/HIV/VH infection to ensure adequate treatment; referrals and partner notification; access to care and treatment as appropriate; developing comprehensive prevention programs; and conducting program evaluation to enhance the use STI/HIV/VH data to direct prevention and care activities. Work is done in partnership with the communities impacted by these diseases.What You'll Be Doing:This position is responsible for budgeting, tracking balancing, accounting, monitoring, reporting, and managing all monies for assigned branch programs/grants. This position must independently use professional judgment and resources from a variety of areas to evaluate program needs compared with current funding levels, working with program management to ensure alignment of available resources with prioritized programmatic needs. This position provides budgetary and financial support to all levels of unit management, assists in their achievement of service goals and objectives at the least possible cost to the Division, prepares and provides budget data and analysis to the central budget office for submission to the Office of State Planning and Budgeting (OSPB) and Joint Budget Committee (JBC) for long bill spending authority, helps prepare fiscal notes for legislative council staff on impending legislation, and other financial responsibilities as assigned. As a Budget and Policy Analyst, this positon is tasked with the following:BUDGET DEVELOPMENT AND MONITORING Position analyzes, develops and implements program/division and organization unit plans and budgets. Utilizes complex program data in the development of budgets. Determines organizational chart of accounts structure to meet the reporting needs of the program/unit manager. Utilizes program knowledge to evaluate and monitor annual budgets developed for operating, personal services, and other related program expenses. Develops and provide staffing patterns that project personal services costs based on the needs of the division and relevant programs. Develops portions of the STI/HIV/VH office of the department wide budget submission to OSPB and JBC. Interprets program needs, requests base-building adjustments to line items based on interpreted needs and other factors associated with the division?s portion of the department budget submission. Reviews required budget schedules for accuracy and making necessary adjustments within CORE to ensure the department request to the Legislative JBC is accurate and complete for assigned areas. Reviews all Purchase Requests to assure they meet their related fiscal guidelines, approve and assign account codes; review and approve expenditures; review, approve and develop journal vouchers and provide other necessary fiscal day-to-day guidance. Communicates in writing and in person with program managers and branch directors regarding fiscal decisions. Formulates, recommend, monitor, modify, analyze and report on major funding sources in assigned areas.ADVISE PROGRAM LEADERSHIP Advises program managers to ensure adherence with accounting rules, expense budgets, appropriation limitations, state fiscal rules, federal administrative guidance and other internal and external fiscal policy and procedure. This includes, but is not limited to Exercises approval authority for hiring requests as well as developing solutions to unforeseen budget/fiscal related problems. Develops budget projections based on program knowledge and long range plans.CORE TRANSACTION AND DATA MAINTENANCE Identifies the need for various expense budget, accounting adjustment, appropriation, and other transactions in the CORE accounting system. Performs required transactions and apply relevant approval level. REPRESENT DIVISION AND PROGRAM Serve as a representative of STI/HIV unit as needed to intra-departmental agency workgroups, ensuring budgetary concerns regarding new system implementation are addressed and overall Unit needs are taken into account on department initiatives. Advocates for the division/programs, resolve issues and develop options with internal and external partners for the support of programmatic objectives. Options may include policy adjustments, coding changes, staffing changes, or other items. Provides program managers with reports detailing the expenditures compared to amount budgeted. Monitors and analyze spending patterns; meets with program managers to discuss and resolve budget issues.
