    Comagine Health is looking for a DIRECTOR, QUALITY INNOVATION NETWORK-QUALITY IMPROVEMENT ORGANIZATION (QIN-QIO) to lead planning and implementation of our QIN QIO program, a multi-year, multi-million dollar contract funded by the Center for Medicare and Medicaid Services (CMS) to improve the health of people with Medicare in a six-state region (Idaho, Nevada, New Mexico, Oregon, Utah and Washington). This role uses a facilitative leadership approach to partner with quality improvement project teams to achieve the best possible outcomes for contract initiatives and complete high quality contract deliverables.

We support health care providers and community partners to help them better manage health care under the existing system and to assess, plan for and implement broader system transformation.

    Our Systemwide Quality Improvement (SQI) department collaborates with providers, practices, hospitals, long-term care facilities, home health agencies, community-based organizations and/or other interested partners to support them through health system transformation and improvement initiatives, to enhance their capacity to respond to a changing health care environment and deliver better care. Accountable to SQI operational leadership (Senior Director and/or VP, SQI), the Director, QIN QIO provides direction and oversight to a series of Initiatives implemented by project teams. Initiatives may include educational campaigns, direct technical assistance with health care providers, community engagement and data-driven quality improvement projects. Topics relate to the health challenges in older adults and include reducing opioid harms, improving the quality of long-term care, better management of diabetes, hypertension and chronic kidney disease and care coordination to reduce unnecessary hospitalizations and readmissions.

    TYPICAL JOB DUTIES AND RESPONSIBILITIES

     

    PROGRAM LEADERSHIP

    • Establish and coordinate accountabilities for program work spread across teams, and work collaboratively with team leaders to ensure there are appropriate work plans and ongoing assessment and feedback on team and employee performance
    • Partner across Comagine Health departments to support the needs of the QIN-QIO contract, including analytics, marketing and communications, business development, finance and accounting, information technology, human resources
    • Create and maintain program infrastructure to support consistent, high quality communication on contract updates and performance within SQI and other parts of the organization and to ensure accountable leaders, senior management and all project staff receive necessary information to make decisions, take action and execute contract activities effectively
    • Collaborate with other QIN QIOs, federal and state contractors and others to share and track promising practices to support the outcomes of Comagine Health’s work and the program goals
    • Directly supervise contract operations staff and provide guidance and support to project teams and oversee the work of subcontractors, vendors, and partners to ensure alignment with contract aims and deliverables

     

    CONTRACT MANAGEMENT

    • Contract and project start-up and wind down activities, including sustainability planning and supporting development of startup processes for program teams
    • Serving as the named contract program director and primary liaison to CMS contract officer
    • Primary responsibility for contract deliverables and performance, ensuring deliverables, reports and other work products are high quality and on time
    • Establish and monitor the program budget and ensure team leaders have the information they need to make decisions and stay on budget

    Required Skills

    • Proficiency with project management concepts (e.g., project plans), leading projects independently and processes to ensure effective contract management
    • Comprehensive understanding of health care reform initiatives/environment
    • Theoretical and practical knowledge of quality improvement theory, methods, and tools; and systems thinking in health care improvement
    • Well-developed skills convening and engaging health care leaders
    • Excellent people and process management skills—we depend on this role to ensure the teams’ embrace change and continually deliver on objectives and key results
    • Ability to organize and coordinate multiple simultaneous tasks in a team environment
    • Excellent oral and written communication skills
    • Intermediate proficiency with Microsoft Office Suite (Outlook, Word, PowerPoint, Excel)
    • Familiarity with video conference technology
    • Familiarity and hands-on experience with Customer Relationship Management (CRM) and Microsoft Teams, preferred

    Required Experience

    • MA/MS in health care administration, public health or related field (Equivalent combination of education and/or work experience in related field may be substituted)
    • 8 years of experience in health care program and/or contract administration; health care quality improvement experience preferred
    • 5+ years of management experience
    • Experience managing programs or large-scale projects, including project planning, budget creation and monitoring, managing teams, subcontractors and/or vendors

    _SALARY R__ANGE: $101,000-$140,000 _

    The salary range posted reflects the range that Comagine is willing to pay for this position.  Salary is determined by many factors, including but not limited to geographic location of where the employee will perform their job duties in addition to their knowledge, skills, education, and relevant work experience.
