Position Summary The Safety Manager is responsible for planning, implementing, and enforcing all jobsite safety programs for a commercial construction project in Houston, Texas. This role ensures compliance with OSHA regulations, company safety policies, and client safety requirements, while promoting a proactive safety culture across all project personnel and subcontractors.
Key Responsibilities
Develop, implement, and manage site-specific safety plans in compliance with OSHA, local, state, and federal regulations
Conduct daily jobsite safety inspections and hazard assessments
Lead safety orientations for all employees, subcontractors, and visitors
Enforce safety rules and corrective actions when unsafe conditions or behaviors are identified
Coordinate and document toolbox talks, safety meetings, and training programs
Investigate accidents, incidents, and near misses; prepare detailed reports and corrective action plans
Maintain OSHA logs (300/300A/301) and all required safety documentation
Serve as the primary safety liaison with clients, inspectors, and regulatory agencies
Review subcontractor safety programs, JHAs, and safety documentation prior to work commencing
Monitor PPE compliance and jobsite safety practices
Support emergency response planning and drills
Collaborate with project management to integrate safety into daily operations and schedules
Stop work when unsafe conditions exist and ensure corrective measures are implemented
Qualifications
Minimum 5–10 years of safety experience in commercial construction
Strong knowledge of OSHA standards, particularly construction (29 CFR 1926)
Experience managing safety programs on large, multi-trade construction sites
Ability to communicate effectively with field personnel, subcontractors, and management
Strong documentation, reporting, and organizational skills
Certifications (Required or Preferred)
OSHA 30 (Required)
CHST, CSP, ASP, or equivalent safety certification (Preferred)
First Aid / CPR / AED (Required or ability to obtain)
HAZWOPER (Preferred, if applicable)
Physical Requirements
Ability to walk construction sites, climb ladders, and access active work areas
Ability to lift up to 50 pounds as needed
Ability to work in varying weather conditions typical to the Houston area
