    Position is for a Section 8 property located in Charlotte NC. Pay based on experience $18 to $21 per hourMust have experience in property management, or subsidized experience a plus. JOB DESCRIPTIONThis job description is intended as a guide of the primary responsibilities and duties of an On‑site Manager on a day‑to‑day basis. The individual Regional Property Manager will provide the On-Site Manager with standard operating procedures.Under the direction of the Regional Property Manager, the On-Site Manager is responsible for the overall on‑site operations of the apartment project. Normal duties and responsibilities include but are not limited to the following:1. The manager is responsible for securing approval for all advertising and marketing materials before placing such ads as directed by the agent, Community Management Corporation.2. Process application by verifying eligibility, processing background screening and landlord history.3. Interview and approve applicants and maintain active waiting list. Periodically update the waiting list to confirm applicant status.4. Execute leases, certifications and unit inspections with the tenant upon move‑in; forward to Community Management Corporation for recording and submission to the appropriate agency.5. Initiate and maintain Tenant Files and Maintenance Files on each apartment unit in accordance with HUD and CMC guidelines.6. Collect rent and all other fees and charges when due and issue receipts.7. Deposit rents and security deposits daily in the project bank accounts and forward copies of the validated deposit slips and receipts to CMC daily. 8. Send letters to tenants and pursue eviction through Magistrate's Court when necessitated by severe lease violations such as non‑payment.9. Review monthly reports per the task sheet and notify Property Accountant of needed changes or corrections.10. Prepare and submit all reports timely as required by the program specific task sheet for the property. 11. Authorize and/or make small office and maintenance purchases for the project by charge or with small petty cash fund, which on‑site Manager maintains. 12. Process accounts payable vouchers for payment of invoices received on‑site. Submit vouchers weekly to your Regional Property Manager to ensure prompt payment of bills.13. Monitor lease and/or current certification expirations to ensure timely (a) recertification and (b) lease renewal.14. Inspect all units per CMC policy to ensure lease compliance, assign Work Orders for any work noted, and charge tenants for damages, if applicable.15. Prepare Move-Out Notices and submit to Community Management Corporation, on the day a vacancy occurs.16. Prepare and submit Termination Settlement Package along with the required attachments to the Accounting Administrative Assistant within 15 days of move-out. Under certain circumstances and with Regional PM Approval, an estimate letter may be mailed. The complete Termination Settlement Package should be completed as soon as possible. 17. Initiate all Work Orders and supervise maintenance personnel in all tasks, including outside contractors who should be called in only when a job requires time and skills beyond those of the Maintenance Supervisor. 18. Maintain all replacement logs as stated in the CMC Maintenance Policy Handbook.19. Establish written emergency procedures for the property. Be prepared to handle emergency situations by having emergency information available, i.e., telephone numbers, names of contacts, location of cut‑off valves for water and electrical sources, etc. 20. Provide guidance and direction to service coordinator on-site for activities and social programs with outside agencies for the tenants; maintain good tenant and community relations.21. Routinely monitor the appearance of the property for curb appeal and maintenance or janitorial items needing attention.Prepared by Community Management Corporation, Agent for Owner
